Gulshan Cafe attack: Utilising project assistance suffers

Planning Minister AHM Mustafa Kamal on Monday said that the government is unable to fully utilize the total allocation of project assistance in the Annual Development Programme (ADP) of the current fiscal due to the impact of Holey Artisan Bakery terrorist attack on July 1 last year.
“It was our ill fate that the foreigners who work here with the foreign funded mega projects left Bangladesh for some months after the Holey Artisan Bakery terrorist attack. For this reason, we could not expedite implementation work (on foreign funded projects),” he said.
AHM Mustafa Kamal, commonly known as Lotus Kamal, made this comment while briefing the reporters at the Ministry of Planning in the city’s Sher-e-Banglanagar area yesterday afternoon.
He, however, said the foreigners later came back and joined their work as the government had ensured their security.
The Japanese experts, who work in different Japan International Cooperation Agency (JICA)-funded projects including in Matarbari Ultra Super Critical Coal Power Plant project, left Bangladesh after the Holey Artisan attack.
The Planning Minister said with “satisfactory” improvement in the law and order, Japanese consultants and contractors rejoined the projects after the visit of Finance Minister AMA Muhith in Japan.
At this moment, JICA assists a total of 35 projects and all of those had either stalled or slowed down due to the absence of consultants and contractors.
