Tk 425.50 crore DU budget

Dhaka University (DU) Syndicate on Saturday placed the annual budget of Tk 425.50 crore for the fiscal year 2015-16 with a low allocation in the education and research sector.
DU Treasurer Professor Dr Kamal Uddin placed the budget at the annual Senate session for final approval with Vice-Chancellor AAMS Arefin Siddique in the chair.
Tk 39.00 crore will be garnered from the university’s internal source and Tk 371.15 crore will be funded by the University Grants Commission (UGC).
However, the source of Tk15.35 crore is not known as yet. About Tk 75.33 pc of the budget will be spent for
salaries and other benefits of teachers and the other DU staff. Allocation for education and research is very negligible. Tk 4.5 crore which is only 1.06 percent of the budget has been allocated for the research and 50.51crore which is 11.93 percent has been allocated for Education purposes of the university.
In Education sector, it was Tk36.19 crore (9.68 pc) in 2014-15 FY.
Tk 250.53 (58.88 pc) crore has been allocated for the salaries of the teachers, officials and employees, and also Tk 70.00 crore (16.45 pc) as their pension this year.
In 2014-15 FY, Tk 240.71 crore (61.11 pc) was for the salaries and Tk55.00 crore was for (14.14 pc) as their pension facilities.
The rest of the budget would be expended for the cost of repairing, preservation and maintenance of the university.
While delivering the budget speech at the session, DU Treasurer Professor Kamal said that the DU could consider increasing the tuition and other charges of the students to increase the university’s internal income.
If a university student can expend Tk 300/Tk 400 as their mobile phone bill per month, then paying Tk 30/Tk 40 monthly as tuition fee requires re-consideration, the budget speech reads.
There were also proposals for introducing an Education loan for the underprivileged students to support their schooling expenditure at the university.
 “Like the developed country, Education loan (financial aid) should be introduced in the country to support poor but meritorious students with required funding,” the speech notes.
However, DU teachers said that the allocation in education and research had narrowed down the scope for extensive research.
DU Bio-medical and Physics department Chairman Prof Siddique-e Rabbani said, “It is really disheartening that there has been earmarked very poor money in the research sector every year although research can create new era of knowledge’
He, however, blamed some teachers who are not dedicated to research for poor allocation.
DU Arts Faculty Dean Professor Akhatruzzaman said, the DU is not being well presented before international University ranking due to lack of research.
 “I think research allocation must be increased for the shake of the university” he added
When asked about internal income, DU acting Accounts Director Asraf Uddin said, every year there is some deficit in the budget and the money is sanctioned in different sectors from the UGC’s allocation.
UGC has asked the university to increase its own income; but whenever the authorities want to raise tuition fees, students go for movement. A student pays Tk25 only every month as his/her fee, he added.
Teachers of different faculties of the university also demanded that allocation in research sector should be increased though the money allocated this year is a little bit higher than that of the previous year.
