The academic activities of the Higher Education Quality Enhancement Project (HEQEP) at Sher-e-Bangla Agricultural University (SAU) are being hampered due to the carelessness of university administration.
Sources said, after the completion of HEQEP, the project authority had handed over its responsibility to the former SAU Vice-Chancellor Professor Dr Sadat Ullah. Then he (Dr. Sadat) forwarded the project responsibility to the ICC Department of the university in 2010. But due to unconcern of the ICC Department the total project was remained unfulfilled, they claimed.
The project was implemented under the University Grants Commission (UGC) at a cost of Tk 13 million. The project includes online ups database server, application server, web server, 40 CC camera, DVR connector, adaptor, 12 attendance devices, 3 door lock numbers, card printer number, 6000 prolixity card numbers and four signature pad numbers.
During supervision there, it was found that all the CC cameras attached to important positions of the university are damaged. The camera control and monitoring equipment were also damaged at the ground floor of the administrative building. Now the administration is using the room as store house, added the sources.
When asked, the university administration, information communication centre and project sub-manager are found blaming each other for the damage of the CC cameras. The students also complained that the university website is not updated.

 There they found outdated information. Even at the university halls there are inadequate number of CC cameras. There are many incidence of snitching that took place at the dormitories. But the hall administration could not find out any data due to inadequate CC camera.
The project money was used for decoration of the room of the university teachers, alleged the students.
Professor Salahuddin M Chowdhury, project sub-manager, said that the HEQEP project was for a two-year duration. I brought 13 equipment, including CC camera, software server, Biometric fingerprint on permission of the authority. The CC cameras were installed at the significant places of the university. After the complication of the project it was submitted to the ICC Department. So, the damage of these equipment are the responsibility of the university administration.
“I have given training to monitor of these equipment to sixty teachers of the university. But the condition is worse due to lack of responsibility of the concerned authority.
Dr Mirza Hasanuzzaman, director of ICC Department said that he was selected as the ICC Department’s director in July of 2018. “I am not responsible of the CC camera project because of authority did not hand over the project to me.
The Vice-Chancellor of SAU, Dr Kamal Uddin Ahamed, said that he was not given the responsibility of the project still now. “I am implementing 22.5 million taka for modernising the ICC Department. I am giving order to the ICC Department to modernize it step by step for the development of the university.”
