Revenue collection, expenditure main challenges of budget for FY18

Terming the proposed national budget for fiscal year 2017-18 (FY18) as traditional one, economist Prof MM Akash on Wednesday said revenue collection and expenditure are the challenges for implementation of the budget.
Speaking at a view-exchange meeting on the budget, Akash said implementation of the budget for FY18 depends on two main issues-achieving revenue collection target and implementation of the Annual Development Programme (ADP).
The government has been able to implement 65 percent of the ADP in the 11 months of the current fiscal year (FY17), he added.
Democratic Budget Movement (DBM) organized the view-exchange meeting with members of Economic Reporters’ Forum (ERF) with its vice-president Asgar Ali Sabbir in the chair. DBM general secretary AR Aman presented the keynote paper.
Business Editor of the Daily Prothom Alo Shawkat Hossain Masum, ERF general secretary Ziaur Rahman and DBM publicity and publication affair secretary Nurul Islam, among others, spoke at the meeting.
Akash said the budget for FY18 is a traditional one as there is no change in the overall structure of the budget. He said non-performing loan is increasing in the banks and at the same time illicit flight of money is also increasing.
Banks are failing to increase their investments because of a rise in non-performing loan and it is not becoming possible to reduce financial disparity because of illicit flight of money from the country, he added.
He urged the government to take stern action against the loan defaulters and those involved in siphoning off money from the country.
