Promotion and corruption going on together in police not desirable

POLICE are reportedly pressing for the promotion of 495 officials who are of the ranks of Superintendent of Police (SP) to Additional Inspector General (AIG) ahead of the national elections likely to be held in the last week of December this year. As no post is vacant in the department’s top tier, the police headquarters has come up with a new formula in which an official will continue to hold the same office and perform the same duties even after being elevated to a higher position.
Media reports said, the police headquarters sent a proposal to the Home Ministry on July 4, stating that many “competent officials” have been serving in the same positions for a long time, as suitable posts were not created at the upper level of police. In a proposal, the police head office used the words “supernumerary promotions” instead of “in-situ promotions”, which are given to admin cadre officials to ease their fears for serving without promotion for long.
It is mentionable that the police demand followed a series of promotions in the administration, which has long been limping with a huge number of in-situ officials and officers on special duty. As of 2016, there were 416 additional secretaries against 120 posts, 908 joint secretaries against 350 posts and 1,301 deputy secretaries against 830 posts.
A household survey conducted by Transparency International Bangladesh (TIB) has revealed that law enforcement agencies rank as the most corrupt service sector in the country. Published on August 30 this year, the survey, titled “Corruption in Service Sectors: National Household Survey 2017” further revealed that 72.5 percent of households have been victims of corruption by law enforcement agencies.
It is all right if promotion is for the ones deserved but there is corruption and so much corruption and so much politicisation to act against the people that the people have every reason to worry if their money is not being used for the right cause. Good police officer has to this in mind that the money comes from the people and not from anybody in the government. So police must have conscience.
