Mohiuddin – Nasir at loggerhead again on increasing holding tax

A.B.M Mohiuddin Chowdhury, President, Chittagong City Awami League and A.J.M Nasir Uddin, Chittagong City Mayor and Generals Secretary, Chittagong City Awami League have locked horns. again on the issue of enhanced holding tax.
 Mohiuddin Chowdhury is opposed to the enhancement of holding tax to be paid by the residents of Chittagong city.
 He sent a letter to the mayor extant expressing his objection to the city corporation’s one sided decision to increase holding tax. On the other hand, an organization entitled Chittagong tax payers protection committee (Chattagram Kar Data Surrokya Parishad) has given ultimatum to the city corporation to stop executing enhanced holding tax, threatening the authority that the organization will go for agitation before 41 Ward councils if city corporation does not take step in denouncing enhanced holding tax. The two leaders taking position, one against the other, concerned circles are apprehending a volatile political atmosphere taking place soon.
It has been learnt that, previously holding tax was determined on the basis of installations, that is how much square feet area an installations has under its possession. City corporation in its revised policy has determined 17% of collected rent to be paid as tax.
 Out of the 17% tax, 7% has been fixed as holding tax, 10% as expenses incurred in lightening city streets and 3% for carrying house hold wastes. According to the new policy, leaving two months rent aside, an owner of a multistoried building will have to pay tax on the basis of total earning derived from the building as rent.
Following the old taxation policy, the target of tax collection was fixed for taka 347 crores 52 lakh for the fiscal year. During that fiscal year the actual amount of tax realized was taka 103 crores 47 lacs.
According to tax revaluation finalized in this year the total number of holdings in the city stand to 85 thousand and 248, which is more 28 thousand and 208 than the previous year. The target for current fiscal year has been fixed for taka 851 crores 30 lacs and 64 thousands which several times more than the previous ones. City dwellers, in general, expect that the conflict between the two highly placed leaders of Awami league does not end up in fruitless political rhetoric and mudslinging. They wish both Mohiuddin and Nasir sit together and announce a holding tax policy for city dwellers which is reasonable, tolerable and sustainable. The policy should be such that the native Chittagonias who possess very little area of land should not have to sell out what little they have in order to pay off the holding tax imposed upon them by Chittagong City Corporation.
