Government’s $12.6b bet on making PPP a success

The government has given approval to implement 47 projects under Public Private Partnership (PPP) aimed at enhancing investment and employment generation. The combined value of these 47 projects comes to USD 12.6 billion.
According to the sources, as per the decision of the board of governors of the PPP Authority, agreements have been signed with the private partners to implement ten projects under priority basis.
The Prime Minister’s Office (PMO) has given directive to take effective quick decision for undertaking PPP projects and implementing those. For that each ministry and division has been asked to implement 30 percent of their total investment through PPP.
Government’s move to implement big projects through PPP in the last couple of years saw no significant development. But for the running fiscal the budget was announced to implement some big projects through PPP including second Padma bridge.
Apart from this, the planning commission has taken a move to implement 78 projects of the Annual Development Programme (ADP) through PPP.
The budget for the current fiscal put emphasis on implementing projects through alternative financing to reduce burden on the public funding. As per that move the government eyes the PPP to materialize that. This will save the public money and improve private investment in the country.
“The government has approved the 47 projects for PPP keeping an eye on investment and employment, agreements on ten projects have been inked already and some others are in the process,” a senior official of the PPP unit of Finance Ministry said.
He also mentioned that two projects have been implemented for kidney dialysis under the PPP for the public health.
He said that second Padma Bridge, Dhaka-Bypass road, Dhaka-Chittagong expressway and Shantinagar-Bijoynagar-Mawa-Jhilmil will be done through PPP.
As per the Planning Commission, eight projects of the 78 are at the implementation level. These are-Mongla Economic Zone, Mirerswarai Economic Zone-2, Dhaka Elevated Express Way, Construction of two jetties in Mongla Port, Multistoried residential project for middle class family at Jhilmil under the RAJUK, specialized hospital construction for the elderly people in Srimangal, Kaliakoir Hi-Tech Park, and Homodialysis Center.
The government is in the selection process of private partners for 18 of the 78 projects undertaken by the Planning Commission.
The budget for 2018-19 fiscal in the ADP has given special attention to construction of roads under the PPP. Special emphasis was given on constructing outer ring road (129 kilometers) Hemayetpur-Kalakandi-Madonpur-Demra-Bypile, Gazipur-Hemayet, upgradation of Dhaka-Mymensingh highway with service lane on both sides, upgradation of Nabinagar-Manikganj road and circle road outside Dhaka city.
The government has decided to construct the second Padma Bridge at Paturia-Goalanda area through PPP. Finance Minister AMA Muhith in his budget speech announced that.
The initial project proposal for the second Padma Bridge has been approved. It will be a Built-Own-Operate-Transfer (BOOT) project. This will connect Jessore, Kusthia, Magura, Jenaidah, and other South-Western districts with the capital.
