Manpower shortage in Petrobangla: Exploration works hit

The Petrobangla and its subsidiaries suffer from shortage of manpower, and therefore, cannot exert full strength to explore new oil and gas fields in the country for meeting the growing domestic demand.
Petrobangla itself has a shortage of 263 posts against the total demand for 625. Since most of these posts are of technical character, expert hands are needed to monitor and supervise the work of the subsidiaries. But that does not happen always.
According to Petrobangla, 1040 posts have remained vacant out of 1753, i.e. 59.33 percent, in the Bangladesh Petroleum Exploration and Production Company Limited (BAPEX). It is thus hampering the oil and exploration plan.
At Maddhapara Granite Mining Company Limited (MDMCL), 616 posts have remained vacant out of 766 posts. At Barapukuria Coal Mining Company Limited (BCMCL), 133 posts are lying vacant out of 278 posts.
The feature of the government entities is revealed from an internal manpower review of different companies working under Energy Division.
The review found that around 6005 posts of 13 subsidiaries and Petrobangla are lying vacant out of 14,068 posts in total. That means about 43 percent posts have remained vacant in the government owned companies working under Energy Division.
Among the gas transmission and distribution companies, the Sundarbans Gas Distribution Company has a shortage of about 122 posts. There are 1106 unfilled posts out of 3,629 at Titas Gas Distribution Company, 414 posts are vacant out of 907 at Gas Transmission and Distribution Company, 147 posts are vacant out of 307 at Pashchimanchal Gas Company Ltd, 356 posts are vacant out of l 1106 at Bakhrabad Gas Distribution Company Limited, 374 posts are vacant out of 920 at Jalalabad Gas Transmission and Distribution System Limited, 121 posts are vacant out of 394 at Rupantarita Prakritik Gas Company Limited and 1040 posts are unfilled out of 1390 posts at Gas Field Company.
Energy Division Secretary Nazimuddin Chowdhury told the reporter that some posts have been remaining vacant since the inception of these companies and some other posts became vacant in last two years due to their retirement.
But some time it takes time to maintain different procedure suggest the appointment in the vacant posts. Moreover, suitable persons are not found always, he said.
“To keep the entities on run, we have a plan to appoint some posts on contract basis,” Nazimuddin said.
Energy Experts Professor Shamsul Alam criticizing the Energy Division said, the ministry is totally callous, irresponsible and apathetic about an important sector of the country.
