A bill, titled ‘Youth Organization (Registration and Management) Bill, 2015’, was passed in Parliament on Monday aiming to bring transparency and accountability in the activities of some 14,000 youth organisations in the country.
State Minister for Youth and Sports Biren Sikder moved the Bill in the House and it was passed by voice vote.
The Bill will pave the way for authorising the Department of Youth Development to issue licences to the youth organizations in the country.
According to the Bill, the concerned authorities after being satisfied shall issue licence to a youth organisation within sixty working days. If not satisfied, the concerned authorities can reject the application stating the reason for such rejection.
If the authorities do not inform anything (acceptance or rejection) within the stipulated timeframe then it will be considered as accepted.
The Bill stipulates that the number of the members of a youth organisation will be not less than twenty, while the number of the executive members will be seven to eleven.
The authorities can scrap any licence if any youth organisation obtains the approval
providing false information or concealing information. Under the proposed law, the government will form a National Youth Council for the development of the youth organisations as well as to coordinate those.
If any person runs youth organisations without having license from the concerned authorities that person shall be awarded minimum six months’ imprisonment or minimum Tk 50,000 as fine or both.
If any person runs the organisation giving false information or uses the organisation for personal or political interest that person shall be awarded minimum six months’ imprisonment or minimum Tk 50,000 as fine or both.
