Tk 18370.22 cr supplementary budget passed

Parliament on Tuesday passed the supplementary budget of Tk 18370.22 crore for the outgoing fiscal (2016-17) to meet the additional expenditures under different ministries and divisions.
Finance Minister AMA Muhith placed the supplementary budget in the House on June 1 along with the national budget.
While giving his winding up speech Finance Minister AMA Muhith said that excise duty on bank account is nothing new. “You have been paying this duty for long,
I just increased the rate a little bit,” he said.
Talking about the savings certificate interest rate, he said that this rate should be fixed at least two percent higher than the existing bank interest rate. “We have to re-fix the rate again, it will take time,” he said.
Different ministries, divisions and institutions sought the additional amount under 26 demands for grant. As many as 149 cut-motions were moved by seven members.
Discussions were held on four cut-motions including Defence, Housing and Public Works Ministry, Local Government Division and Vocational and Madrasha Education Division. These cut motions were brought by Jatiya Party MPs Kazi Firoz Rashid (Dhaka-6) Salim Uddin (Sylhet-5), Fakhrul Imam (Mymensingh-8), Nurul Islam Milon (Comilla-8), Nurul Islam Omar (Bogra-6) and Independent MP Rustam Ali Farazi (Pirojpur-3).
However, those cut-motions were rejected by voice votes.
According to the budget document, a sum of Tk 340,604 crore was allocated in favour of 59 ministries and divisions for the 2016-17 fiscal. Later three new divisions were created.
But in the supplementary budget allocation for 27 ministries and divisions have been increased to Tk 18,370.22 crore while Tk 73,521.51 crore was reduced for 21 ministries and divisions. As a result, the budget allocation for these ministries and divisions reduced to Tk 23,430 crore and the total allocation now stands at Tk 317,174 crore.
The Vocational and Madrasha Education Division got the highest allocation of Tk 4756.46 crore while the Commerce Ministry lowest Tk 70.43 lakh.
The Public Service Commission got Tk 1.25 crore, Planning Division Tk 305.91 crore, Implementation Monitoring and Evaluation Division Tk 93.20 crore, Defense Ministry Tk 1080.83 crore, Armed Forces Division Tk 1.84 crore, Legislative and Parliamentary Affairs Division Tk 2.66 crore, Science and Technology Ministry Tk 2143.97 crore, Women and Child Affairs Ministry Tk 22.24 crore, Housing and Public Works Ministry Tk 2055.21 crore, Religious Affairs Ministry Tk 81.43 crore and Youth and Sports Ministry got Tk 36.38 crore.
Besides, Local Government Division got Tk 927.14 crore, Rural Development and Cooperatives Division Tk 245.47 crore, Jute and Textiles Ministry Tk 277.47 crore, Forests and Environment Ministry 817.30 crore, Water Resources Ministry Tk 42.40 crore, Disaster and Relief Management Ministry Tk 941.68 crore, Road transport and Highways Division Tk 1166.73 crore, Railways Ministry Tk 22.49 crore, Shipping Ministry Tk 175.42 crore, Post and Telecommunication Division Tk 389.74 crore, CHT Affairs Ministry Tk 131.86 crore, Power division Tk 387.63 crore and Security Services Division got Tk 2250.02 crore.
