UNB, Dhaka :Transparency International Bangladesh (TIB) has put forward an 11-point recommendation ahead of the upcoming 2015-16 fiscal budget asking the government to ensure transparency, openness and accountable in the budget process.It also stressed ensuring the optimum use of budgetary allocation through effective and transparent formulation and implementation of budget.In a statement on Sunday, TIB executive director Dr Iftekharuzzaman said the national budget should be consistent with the structure of government policies.The centre-point of the policies announced by the present government is goodgovernance and its clear pledges to combat corruption, which reflected in its Vision 2021, Five-Year Strategy Plan, the National Integrity Strategy and election pledges, he said.Besides, Iftekhar said, it is not possible to ensure sustainable economic development without bringing transparency, accountability and integrity in the budget process.The TIB recommendations also include introduction of an integrated supervision system to monitor the government procurement process, revenue collection and project activities regarding budget, making all budgetary documents public in a transparent manner, discouraging block allocation, prioritising social safety net programmes and ensuring accountability in project implementation.
