The teenage gangs might be involved with the major crimes taking advantage of Corona virus pandemic under the political asylum, a government intelligence agency report says.
It recommended 12 points to eliminate the new gangstars before it is late.
Chairman of the Department of Criminology og Dhaka University Zia Rahman has told The News Nation that the crime rate among the teenagers has been increasing recently due to the absence of strong action from government.
According to the intelligence agencies observations about juvenile and youth gangs report, the members of juvenile gangs in different parts of the country, including the capital Dhaka and Chattogram, have become reckless.
The gang members are seen to be involved with kidnapping, murders, extortion, eve-teasing, drug trafficking, kidnapping, rape, arms trade, harassment of women and adolescents in the neighborhood murder.
They are sometimes involved with these criminal activities under the guise of political umbrella or being used by terrorists. As a result of their activities, there is panic among the locals of instability in the society. If the activities of juvenile gangs are not controlled, there is a danger of committing large scale criminal activities by them in the society.
Office and courts, mills and factories, schools and culture were closed since 26 March for Corona.
At present, even though industrial factories are open, educational institutions are still closed. The adolescents do not have the pressure to study as educational institutions have been closed for a long time. Recently, there have been murders in Kamrangirchar and Narayanganj by the juvenile and youth gangs, according to a report.
The intellegences have identified 10 areas of Dhaka as hot spots for gang culture. According to their estimates, the capital’s Demra, Sutrapur, Sabujbagh, Khilkhet, Kotwali, Uttara West, Turag, Khilgaon, Dakshin Khan and Tongi are on the top. In these areas, 32 juvenile gangs are involved with various crimes.
The intelligence report was prepared after a few days of searching and has revealed the details of the teenage gang. It has been said that at present there is a tendency to spread gang culture among the teenagers of the country.
Adolescents living in the same school, living in the same neighborhood, have come together with the help of social media including Face book and are forming different teen gangs with different names. The members of these juvenile gangs are involved with various crimes like drug addiction, snatching and extortion and anti-social activities on Face book and internet. The agency claims that about 500 teenagers in the capital are currently involved with 32 teen gangs.
The intelligence agency has provided information on a number of gang culture-related killings and arrests.
According to their estimates, five teenagers were killed in a gang culture-centric dispute last year. And seven teenagers were killed in the first eight months of this year. Among them, Minhazul Islam alias Nihad, 18, an SSC examinee of Kadmarsul School and Jisan Ahmed, 15, a student of BM Union High School were killed in a dispute between teenage gangs in Bandar upazila of Narayanganj district on August 10.
Besides, a teenager named Sajib was killed in a senior-junior clash in Kamrangirchar on July 14. On September 8, a teenager named Jabbar Ali (15) was killed in a clash between groups of teenagers in Sabujbagh.
The intelligence agency has made 12 recommendations to bring back the teenagers prone to crime to normal life. According to them, the concerned police station should take legal action against those involved, including conducting regular operations to identify the hotspots of gangs to eliminate juvenile gangs.
To bring the members of the juvenile gang back to normal and well-organized life by sending them to the juvenile development center and making arrangements for mental correction through regular counseling. Parents need to be careful of adolescents that they do not use the Internet for any other purpose other than education. The intelligence agencies also recommend teaching them religious and moral values.
According to experts, most parents now stay out of the house all day long because of work. At that time their children mingle with the boys of the neighborhood. Gradually drugs takes place in their chat. From there arises the need of money. To meet that need, teenagers are getting involved with various crimes including drug trafficking and snatching.
Zia Rahman told The New Nation that the main reason for this seems to be that they are not getting enough time from their families. Besides, the tendency of teenagers to hang out has also increased due to the closure of educational institutions during the Corona virus pandemic period. The fact is that, the crime rate among teenagers is much higher now than at any other time.
But police say law enforcement is now playing a much more active role than at any other time. Police headquarters AIG (media) Sohel Rana told New Nation that the police have taken legal action against such gangs in different places. Even then, there is a tendency among them to come out on bail and get involved with the same work again.
