The Education Ministry plans to create the post of ‘senior teacher’ in the government high schools to maintain discipline in the promotion process.
An assistant teacher will be promoted as ‘senior teacher’ after six years of his or her service.
A Statutory Regulatory Order (SRO) will be issued in this month to add in the service rules, and the promotion will begin then.
Director (Secondary) of Directorate of Secondary and Higher Secondary Education Professor Elias Hossain said, service rules have now been formulated. After vetted by the Law Ministry, a Statutory Regulatory Order would be issued.
“The Public Service Commission (PSC) would then start the recruitment process of teachers in high schools,” he said.
The DSHE sources said, there are three tiers of teachers in secondary schools: Assistant teacher, assistant Headmaster and Headmaster. Now senior teacher post will be included.
There are about 12,000 assistant teachers in government high schools across the country. Fifty per cent of them would be promoted as senior teachers.
Besides, 440 teachers will become assistant headmasters and 333 teachers as headmasters, the sources said. Around 50 assistant teachers will be made senior teachers after a “feeding period” of five years. This did not happen before. It is expected to ease complications of promotion of teachers to a great extent, the sources said.
An official of the DSHE wishing anonymity told The New Nation that it was difficult to recruit teachers or give promotion to teachers of secondary schools in the absence of any proper service rules in this regard.
Sources said the process of giving promotion to teachers had been stopped since 2012 due to various complications, one of them being lack of proper service rules. As a result, there was shortage of teachers in high schools, hampering the quality of education.
Teachers were unhappy as they remained in the same post for a long time without promotion. It was a socially embarrassing situation for them. They now say that creation of the new post will raise their status. It would help end the crisis of teachers in schools.
At present, 2,100 posts are vacant in 333 secondary schools.
Meanwhile, the teachers of the government high schools expressed their satisfaction for taking such encouraging initiative. Headmaster of the Government Laboratory High School Abdul Khaleque told The New Nation, “Promotion of teachers was stopped for a long time due to lack of proper service rules. It also created an acute crisis of teachers in schools.”
“I congratulate the Ministry for creating new post for the teachers. I will definitely encourage the teachers to concentrate in academic activities,” he said.
“The government initiative to create a new post will help teachers get promotion. Fresh recruitment will reduce the crisis of teachers. At the same time, the social status of teachers will be raised,” he said.
Abdul Khaleque also hoped that the initiative would improve the quality of education in government schools, as teachers would be able to give more time to students.
