Speakers at a discussion on Saturday stressed the need for a coordinated policy and good governance for properly implementing all social safety net programmes through the participation of local government bodies.
“Now it is high time to prepare a coordinated outlines for implementing all social safety net programmes through the participation of the local government with a view to achieving sustainable poverty alleviation and people oriented development. All stakeholders will take planned steps for this,” PKSF chairman Dr Qazi Kholiquzzaman Ahmad said.
Two non-government organisations-Governance Coalition and Oxfam- jointly arranged the discussion, titled ‘Situation of the social safety net programmes in light of the social audit and ways to overcome’, at AS Mahmud Seminar Hall of the Daily Star Bhaban in the city.
Refat Amin, MP, Planning Commission (General Economic Division) member Dr Shamsul Alam, noted economist Prof Dr MM Akash and Senior Research Fellow of BIDS Dr Naznin Ahmed, among others, spoke at the discussion, chaired by Qazi Kholiquzzaman Ahmed.
Prof Dr Shamsul Alam said most of the problems regarding the social safety net programmes would be resolved when the national social security strategy is adopted by the government.
Prof Akash said the preparation of a policy is needed after examining the governance
in field-level implementation of the social safety net programmes.
In a keynote paper, Convenor of Governance Coalition Mohsin Ali said that despite many government initiatives, the poor do not get full benefit of the social safety programmes as good governance has not been ensured yet for lack of transparency, accountability and people’ s participation.
He placed a number of suggestions including preparation of a policy on social safety net programmes and formation of a separate department under the main ministry to ensure proper implementation of the programmes.
