The government will relocate Bangladesh Secretariat, the administrative hub of the government, to the Sher-e-Bangla Nagar area with aim of accommodating all the ministries and divisions under one complex.
To implement the plan, the government is going to launch a project in line with the master plan of world famous architect Louis I Kahn, designer of iconic Bangladesh Parliament Building, where he had suggested constructing the secretariat complex in the area, said officials of the planning commission.
The new secretariat complex would be established with dazzling buildings on 32 acres of land beside Bangabandhu International Conference Center (BICC), the current location of International Trade Fair. The fair venue will be relocated to a permanent exhibition centre at Purbachal in Gazipur.
A planning ministry official told BSS that “Construction of National Secretariat” project is in the working list of the meeting of the Executive Committee of the National Economic Council (ECNEC), which is scheduled to sit
today. The ECNEC would clear the project for implementation.
At this moment, several ministries including foreign, industries and liberation affairs are outside of the secretariat complex, which is creating difficulties in smooth running of official work.
Officials said the new administrative focal point would comprise four blocks, which would be built keeping compatibility with the aesthetic appeal of Jatiya Sangsad Bhaban (Parliament Building) as well as having wide roads and most modern facilities.
Two of them would house 32 major ministries and the other two the remaining 16 ministries. All the buildings will be nine-storeyed. The complex, to be built at an estimated cost of Taka 2,209 crore, would have an auditorium, a conference centre, bank, post office, mosque and a parking lot. The Public Works Department is expected to have the complex ready by June 2018.
Keeping in mind the notorious traffic of Dhaka city, the planned metro rail route will also be changed to facilitate the officials, employees and the people from Uttara and Gazipur to reach the Secretariat directly.
As the Secretariat will be located just beside Ganobhaban, a separate plan is being drawn up for security of the Prime Minister. In 1974, officials said, Bangladesh had signed a deal with US firm “David Wisdom and Associates” to build a 10-block Secretariat complex on 42 acres of land. But, the plan stayed unimplemented in all these years.
Meanwhile, the BICC has been constructed on 10 acres of land.
In 1996, during the tenure of Awami League government, the then planning minister had initiated a move to implement it, but failed to make headway. Now, nearly 40 years later, the project is likely to see the light of day.
