Civil society leaders at a seminar on Tuesday suggested the government to assure easy financial access through transparent and coordinated efforts in Bonn climate conference for urgent release of fund from Green Climate Fund (GCF).
COAST, EquityBD and nine civil society organisations jointly organized the seminar titled “23rd CoP Bonn Climate Conference: Expectation from CSOs in view of Implementing Paris Agreement” at National Press Club in the city.
Chairman of Parliamentary Standing Committee on Ministry of Environment and Forest (MoEF) Dr. Hasan Mahmud attended the seminar as the chief guest.
Chairman of PKSF Dr. Qazi Kholikuzzaman chaired the occasion while Chief Moderator of EquityBD Rezaul Karim Chowdhury moderated it. Director of Bangladesh Center of Advance Studies (BCAS) Dr. Atiq Rahman also spoke.
Secretariat Coordinator of EquityBD Syed Aminul Hoque presented the keynote paper in the seminar.
Keynote presenter Aminul Hoque said, Bangladesh remains as the most vulnerable country affected by climate change and it is also frequently suffering from climate change impacts.
He suggested that the government should increase their ambition targets to address climate issues like the developed countries based on science with a view to reducing global warming. The issues include new concept of country goal on adaptation instead of so called global goal of adaptation and climate migration in the process of loss and damage work stream.
“We are getting very less support from the developed countries and different multilateral fund that what they have pledged in different climate conferences,” the keynote paper pointed out.
“Rise of global temperature is alarming. Developed countries must raise their ambition in respect of mitigation. We urged global CSOs to raise voice in this regard,” said Dr. Hasan Mahmud.
He said, “We think Bangladesh has also a significant role in framing the rule book in securing our own interest and achieving sustainable development. Social organisations have to put active demands and suggestions to integrate with the government position.”
“GCF has been changing their rule and process frequently bypassing their funding principle which is a problem for MVCs (most vulnerable countries). Now access to GCF is very
complicated and we of course take position on the issue in the Conference of Parties (CoP) 23,” said Dr Qazi Kholikuzzaman.
He added, “Bangladesh will have to give stress on the implementation of those commitments given by the developed countries through Paris Agreement (PA).”
“We have been suffering and paying most despite having no responsibility for climate changing. The government should develop a special ministry of climate change to continue the chronology of global negotiation and get expected output over the time,” said Dr. Atiq Rahman.
The 23rd CoP (Conference of the Parties) is going to be held in Bonn of Germany from November 7 to 18, 2017. This year the global focus will be on preparing the rule book on implementing Paris Agreement.
