Real sense of obligation

We learned from news that a rail company in Japan has apologised after one of its trains departed 20 seconds early. Management say they “sincerely apologise for the inconvenience “caused.
I do not know what to say, it is unique and praiseworthy, what a contrast with our country! If a train departs more than hours late in our country, authority in charge will not bother at all; they will shrug it off and say these sort of things might happen, what is the big deal?
