Poor HR condition at Keraniganj jail irks NHRC chief

Chairman of the National Human Rights Commission Kazi Reazul Hoque on Tuesday said human rights are being violated at the newly-built Keraniganj Central Jail, though on a limited scale.
“The atmosphere in this jail is far better than that of Old Dhaka Central Jail. Inmates are getting adequate services from the jail
hospital. Even though, there’re still many problems. Human rights are also being violated, but it’s on a limited scale,” he told reports after visiting the new central jail.
Reazul Hoque, who was appointed chairman of the statuary body on August 2, also said there are flaws in the planning of the new central jail as the visitors are suffering as there is no reception room despite having enough space there. “The toilet problem is even more acute.”
He pointed out that no mosque has been built inside the jail for the prisoners. “The PWD has even failed to make arrangements for big vehicles to enter the prison.” The NHRC chief arrived here around 4pm, visited the jail and talked to the prisoners. Reazul Hoque said prisoners’ rights cannot be violated in any way.
“Those stay in the prisons are state guests.” He said he has found mixed reaction from the inmates about the services of the jail. “The prisoners raised question about the quality of foods they are served with. They alleged that foods are not supplied timely.” The NHRC boss urged the jail authorities to be serious and sincere about the matters. “I’ll give the government a detailed report on the issues.”
He asked the authorities concerned to take prompt steps so that one can get released quickly from the jail after securing bail from court. Reazul Hoque also said initiative should be taken so that foreign prisoners, who are not involved with serious crimes, can be sent back home.
NHRC member M Nazrul Islam, Dhaka district senior judge Begum Nurunnahar Osmani and additional IGP Iqbal Hasan were present. On April 10, Prime Minister Sheikh Hasina inaugurated the central jail in Keraniganj, the outskirts of Dhaka. The new central jail was built on 194.41 acres of land with a cost of Tk406 crore.
Some 6000 prisoners from Dhaka Central Jail were shifted to the central jail in Keraniganj on July 29.
