Plan to reform PDB in line with WB suggestion

The government plans to reform Power Development Board (PDB) as per the prescription of the World Bank.
As part of the prescription, the Power Division has formed a two-member committee headed by Power Division Additional Secretary to perform the task. PDB Chairman Abduhu Ruhulla is the other member of the committee. The government has taken the decision to turn the PDB into a corporation like Petrobangla. Prime Minister Sheikh Hasina at a meeting with Power Division officials has finalised the decision, official sources said.
Four subsidiary companies are now under the PDB. The Power Division at a meeting with State Minister for Power and Energy Nasrul Hamid in the chair recently reviewed the government decision of transforming PDB into a corporation.
During the meeting, PDB Chairman Abduhu Ruhulla said that it would need time to execute the decision, an official who attended the meeting said.
The State Minister then directed the officials to prepare and submit a report in this regard immediately, the source said.
The government is also planning to corporatise Ghorasal power hub. The power hub has a capacity to generate 818MW of electricity.
The meeting also discussed the mechanism of creating two new companies similar to Central Zone Power Distribution Company as per the directive of the Prime Minister.
The government is also considering formation of two separate specialised wings like ‘Engineering and Inspection (EI)’ to supervise maintenance and operation while another wing styled ‘Governance and Legal (G&L)’ for establishing good governance in the power sector, meeting source said.
Besides, the Power Division is planning to form a company for conducting operation and maintenance of public and private owned power projects.
The government is receiving various allegations against the distribution companies, which might increase following the formation of new companies as per the World Bank prescription, the sources said.
