Old Dhaka roads to be reshaped

The government is taking steps to widen the narrow roads in Old Dhaka by putting the plan in the Detailed Area Plan (DAP) of Rajdhani Unnayan Kartipakkha (Rajuk).
According to an official document obtained by UNB, the opinions of ward commissioners of Old Dhaka and locals will be taken and those will be incorporated in the DAP.
To widen the roads, Floor Area Ratio (FAR) facilities will be given to house owners of the area. The FAR is the ratio of a building’s total floor area (zoning floor area) to the size of the piece of land upon which it is built.
According to the Dhaka Metropolitan Building (Construction, Development,
Preservation and Removal) Rules, 2008, there are scopes to give FAR facility by giving space to the road.
The Dhaka Structure Plan of Rajuk has mentioned the necessity of taking a detailed plan of rehabilitation in Old Dhaka identifying the places that need redevelopment and preservation. Rajuk has planned to take Urban Redevelopment Project (URP) for constructing high-rise buildings equipped with all facilities in limited spaces of area.
“This will be taken after pointing various sites and incorporating the opinions of the inhabitants,” the official document reads. The main objective of this project is to give relief to the people of the densely populated area with hundreds of vulnerable buildings. Aiming to provide accommodation to higher number of people in small places, the Housing and Public Works through Rajuk has taken projects to construct multi-storied apartments in various areas of the Dhaka city. “If we can implement this project, it’ll be a big step forward for the old Dhaka as it has got congested with narrow roads and unplanned construction of buildings and other structures,” a senior official at the Housing Ministry said. Meanwhile, the government has taken a plan to construct 384 450-sqf flats at Mirpur 11 in Dhaka initially for the lower-income group people.
According to another document, the flats will be handed over to the target group at a rate of Tk 275 a day for 20 years. The Development Project Proposal (DPP) is under the process of approval. “The project implementation works will start once the DPP is approved by the government,” says the document.
Though the project will be implemented in Dhaka initially, it will be expanded to divisional cities gradually, according to the document. The National Housing Authority had earlier taken a project to provide 5,472 flats at Bhashantek for the same segment of the population, with 4,032 flats measuring 215 square feet, and the rest 395 square feet. The estimated cost of the NHA project is Tk 366.34 crore.
