The Non-Formal Education Bill, 2014 was placed in parliament with a provision of ensuring primary education for all, including the school dropouts, through creating an alternative scope for children.
Primary and Mass Education Minister Mostafizur Rahman introduced the bill in the House.
According to the bill, age limit of children under primary education will be eight to 14 years and 15 years and above under adult education.
The bill proposes specific provisions regarding areas of non-formal education, its quality, medium of education and curriculum. The bill has a provision to set up Non-Formal Education Bureau headed by a director general.
It has a provision of setting up a 13-member non-formal education board with a director general as the bureau chairman. The bill also proposes forming an advisory council headed by primary and mass education minister to fulfill the objective of the bill.
Anyone violating the law or obstructing it will be sentenced to six months’ imprisonment and fined Tk 50,000, the bill says.
The bill was later sent to parliamentary standing committee on the ministry of primary and mass education for scrutiny.
