NBR yet to execute RM system to check tax dodging

The National Board of Revenue (NBR) could not execute the Risk Management (RM) system though 16 months elapsed by this time.
The RM is an international standard system to check tax dodging and to enforce better tax compliance. It was undertaken in June 2013.
After a long research, the Dhaka Customs House traced the ways of evading tax by the exporters as well as the importers. According to their research, there are 26 tactics classified into high, medium and lower.
The non-cooperation of the Customs Houses, the indifference of the unskilled officials, and the lack of logistic supports have been identified as reasons of non-implementation of the RM.
A senior officer not to be named said that the NBR had been facing difficulties to arrest the tax target. “Much more negative impacts may be experienced in the tax collection if the situation continues and the plan like RM is not fully implemented”, he said.
Last year, the NBR, as a part of the RM’s execution, directed its customs houses to point out risks and ways of tax evasion with instruction to submit reports within three months.
Sources said, the eight Customs Houses only placed reports, which too were incomplete.
