The National Board of Revenue (NBR) has taken some initiatives for fetching a huge amount of revenues through quick disposal of cases pending with various courts including the apex court for long.
“We are putting extra efforts for disposal of the cases involving Tk 17,072.76 crore as we under tremendous pressure to achieve our target after suspension of the unified VAT Law for next two years,” a senior official of the NBR told.
According to the available data some Tk 3060.33 crore remains unrealised due to customs related cases pending with various courts including the High Court. The amount is Tk 5845.43 crore for the VAT related cases while Tk 8167.08 crore for the tax related cases.
The NBR official said that if they are able to settle these cases by this fiscal then it would not be a problem for the revenue collecting authority to touch the target.
He said that the revenue collecting authority has appointed retainer advocate to reduce the pending customs, VAT and tax related cases in the respective tribunals and the apex court.
It is also maintaining very good communication with the Attorney General’s office to get assistance from there for hearing and settlement of the cases.
The NBR asked its field level officials to avoid complexities of system for reducing the number of revenue related cases in the future.
It also appointed onefocal point in every customs house, VAT commissionarate and tax zone as the coordinator of the cases. Besides, it has formed legal solution group for quick exchange of information related to the cases, he said.
The NBR formed ‘analogues committee’ and this committee as per the report of any case and taking assistance from the Attorney General’s office prepare ‘statement of fact’ and take steps to hold the hearing of the cases.
“The NBR has calculated the revenue target keeping the huge inflow of revenue from the VAT, but now we are not getting that support from the VAT wing as the Parliament did not give us permission to impose the new VAT law,” he said.
Finance Minister AMA Muhith while placing his budget onJune 1proposed to impose the new unified VAT rate which is 15 percent, but it caused a widespread criticism from both ruling and opposition in the House. Even Prime Minister requested the finance Minister to suspend the implementation of the law. Later the Finance Ministersuspended it for two years.
