Armed force, police, railway and prison hospitals should run under the direct supervision of AMC (Army Medical Core).
It will take TK 5 crore to purchase equipments and build dormitory for the doctors, nurses, physiotherapists, technicians and other staffs in each Upazila Health Complex. It will take TK 8 crore to build each Upazila Health Complex and purchase required equipments. In the first year provide 2500 Union Health Complex, 200 Upazila Health Complex and 5000 Community Clinic with required equipments. In the second year cover up the rest of the centers. Each year allocate 100 crore for the training purposes of junior doctors. The total cost of the whole project will be no more than 23,000 crore every year. Thus all health centers will function properly in optimum capacity. All doctors, nurses, technicians, dentists and physiotherapists should be recruited by the district health authority not otherwise (Central Health Directorate).
The point should be noted that we will need 500k MBBS, 100k dentists, 200k physiotherapists , 2 millions nurses and 1 million technicians. That is why we need to invest more in medical training centres. Hence, the allocation in health sector should be increased twice as much. Consider allocation reduction in defence, mega projects and administration. To create 500k doctors each year all medical colleges should admit 20k students. All medical colleges should include Dentistry and Physiotherapy for creating an economical and developed education system. If we can provide medical education in union level the cost will remain below 20 crore.
XII. For the Fair Democracy and Good Governance
The population of Bangladesh is about 160/170 millions, which will grow into 250 millions in next ten years. In terms of population Bangladesh is a huge country. It is ridiculous to govern the country from the center only. Bangladesh might become a mafia country if good governance is compromised. In last ten years democracy has gone extinct. Police and bureaucrats worked together to elect a government without fair election. People have lost their right to choose a government by casting votes.
In order to uphold fair democracy and maintain good governance Bangladesh should be divided in 7 states. 50 to 70 state governors will be elected. The speaker and ombudsman will be taken from the oppositions. The state level ministry will have no more than ten ministers where at least three will be women. The President will select the state governors. But, foreign affairs, foreign trades, interstate communication, ports and aviation, tax and revenue, natural resource management, defense, border guard, higher education and tertiary health care will be controlled by the central/federal government. The Supreme Court will stay in the capital city Dhaka. In each state there will be a high court composed of 5 justices. Two district judges will be promoted to justice. High courts will work under the supervisions of the Supreme Court. In order to construct accommodation facilities at best 50 acres land will be acquired for State capital, high courts, state parliaments and secretariats, parliament, ministers, university teachers, justice and senior bureaucrats. At least 12% allocation is required from the current budget. If 50k people raise an issue in a written manner the parliament will look into the matter. All government employees and justices will be obliged to submit their tax return and asset statement. All officers, justices, Member of Parliament, state ministers must abstain from tobacco and other narcotic substance. Each state will take special initiatives to improve public transportation system, public health care, agriculture and union, security for minority, education and employment and folk culture.
Rickshaw pullers, cart pullers, boatmen, three wheeler and baby taxi drivers will be the owners of the respective vehicles. It will be the objective of the State Government to forfeit the middleman & syndicate culture from agriculture. Even if the center doesn’t cancel Digital Security Act, it will not be applicable at state level. No defamation case will be taken without court fees. If a state minister trolls about the parliament, it will not be regarded as blasphemy rather it will be taken as an act of sarcasm. Minimum 10000 tk will be required to file a defamation case.
The maximum time for submitting the charge sheet or final report will be three months. Within one year trial all the cases must be completed. The visible establishment of democracy must be ensured all around. The development & employment of all the farmers have to be ensured while the senior citizens will be made sure to stay with the family. The aged people will take classes daily (2-3) hours in the primary school without any remuneration. The educated senior citizens will be recruited as honorary Magistrates. A detailed discussion is needed to define the work frame as well as income development planning of the state. To establishment state system is the demand of the decade.
