1) Financial transaction through bank cheque is a modern and conducive step to identify corruption. Then why the transaction of 50000 taka or more than this amount is settled? Each and every transaction above five thousand (50000) taka and salary of every employee should be executed through bank cheque and salary disbursement account. This method is followed by Gonoshashthya since 1973. Thus there is no chance off brigandage and embezzlement of money or fund in the midway.

The honorable Minister has said about enough financial support for the prevention and eradication of corruption during his speech on budget but when it is time to give allotment, he has given only 159 crore taka which is only nine(9) crore taka more than the previous budget.
2) Your pragmatic approach on division wise budget allotment is really praiseworthy. The budget allocations for robbery of vote during midnight for ‘Jogonnath’- National parliament (336 crore) Legislative and parliament (36 crore), Disabled Bangladesh supreme court to stop offences and injustice to people,(225 crore), immigrant welfare and employment(90 crore) and anticorruption commission(159 crore) aare kept similar like the previous budget. In these cases you are recommended to increase allotments. Take step to give facility of 50 lakh taka life insurance for each immigrant worker. You are also recommended to take step to bring back the dead body of immigrants in the country without any expense. You have decreased the budget allocation for rural development and cooperative departments(1791 crore) and you have merged Madrasa Education with Vocational Education for the sake of hiding the growth of Hefaajat-e- Islam.
IX) Extortion in public university and Health department
The finance minister has made a fault and injustice by imposing 15% tax upon private education and private universities. Creating such discrepancy between private and public university is unethical. In the name of registration fee, 10 lakh taka is taken as extortion for getting affiliation with public university. Each private dental/physiotherapy student is to pay 80,000 taka for annual registration and exam fee.
In the title of annual registration fee, Health department extorts from private clinic, private medical college hospital, diagnostic center, blood transfusion center, dental and Ex-Ray Center. Hence, if the registration fee is taken for five years, the harassment and corruption will be mitigated. It took 8 months time to get approval of latest PCR center of Gonoshashthya. In this ground our crime was not to pay bribe for their snacks and having four doctorate and experienced scientist instead of MBBS physician. Moreover, Justices of high court ignore us when we go for litigated.
X. Emancipation of Post-Covid poverty and employment.
1) 20% Pre-Covid poverty is rose to 42% due to Covid-19. Poverty strike families should be provided with 6 months free ration. Annual expense of ration which includes 15 kg of rice, 6-8 kg of wheat, 10 kg of potato, 2 kg of legume, 2 liters of oil, 1 kg of sugar,2/1 kg off salt, 1 kgg off onion, garlic, ginger, pepper etc. peer month will be 1200 taka. Thus the total expenditure for six months will not exceed 30,000 crore taka. This amount of money can be collected in a easy method from the budget allocation for public administration.
2)50,000 Rickshaw and Van pullers should be provided with at least 20,000 taka loan in charge of 9% interest so that they can get ownerships of those rand Van within 6 months. In this regard there is necessity of the unimpeded investment of 100 crore taka. This kind of investment can be returned within 6-12 months.
3) Ensure the Covid Vaccination for all the citizens. I recommended buying Sinovaac and Sputnic-V vaccine 18 months ago. At that time the expense would be 2-4 dollars per dose of vaccine. At present, the expense of per dose of vaccine is 8-20 dollars.
