N Plant deal with Russia tomorrow

The government is going to sign a deal with Russia on Tuesday to set up nuclear power plant, the first of its kind in a country plagued with electricity shortages.
A subsidiary of the Russian State Nuclear Energy Corporation Rosatom will sign a contract with the Bangladesh Atomic Energy Commission in Moscow to provide a $500 million Russian loan to finance engineering surveys, design and personnel training for the Rooppur plant.
A delegation led by Science and Technology Minister Yaefesh Osman is going to Moscow to sign the deal.
The other members of the delegation are- State Minister for Finance MA Mannan, ERD Secretary Mejbah Uddin, Economic Relations Division Abul Mansur Md Faizullah and Additional Secretary of the Science and Technology Ministry Anwar Hossain.
Earlier, on July 18, Russian government approved the project finally.
Russia will finance up to 90 percent of the total cost as credit with an interest rate of Libor plus 1.75 percent.
Bangladesh will clear the total loan within 28 years with a 10-year grace period.
The first power plant is expected to begin operating by 2022 and the second by 2023.
The official said the plant would use a new generation reactor that has a lifespan of 60 years with an option of extending it for 20 years.
