Municipality makes road on hills without permission

Cox’s Bazar municipality has almost finished making a road by cutting hills, without taking permission from the district administration and Department of Environment (DE).
According to sources, the land belongs to district administration under Khatian Number 1.
Without prior permission from the district administration and DE, to do any construction work on the hilly land is a clear breach of law, the sources said.
During the last seven months, some hills have been cut to make the road from Rahmania Madrasa to Lighthouse area in the municipality.
Cox’s Bazar municipality sources said, with the financing of ADB (Asian Development Bank) and UGIIP-2, the road from Rahmania Madrasa to Lighthouse area and drains are being constructed at a cost of Tk 6 crore. Two construction farms of the municipality – Messrs Habibul Islam and Udayan Construction (HA Consortium), are implementing the project, and the construction work has almost been completed by now.
While visiting the area recently, it was found that around the densely populated East Lighthouse area, some big and small hills have been cut for constructing the 18 feet road, while placing of brickbats are going on. Behind the cover of polythene, four to five large hills are being cut in the darkness of night for levelling the road with the soil. The hills soil then is laid on the road at daytime.
Director of Udayan Construction Abul Kashem Sikder said, “Construction work of the road is going on as per schedule. No hill’s soil is being used there. If anybody does it, it is unknown to me.”
When asked about the matter, Executive Engineer of the municipality Nurul Alam said, “We faced difficulty while trying to find out space for the road. We’ve no alternative, but to cut the hills to make the road.”
When contacted, the Mayor of the Cox’s Bazar Municipality Sarwar Kamal told journalists that municipality is doing the work maintaining all rules and regulations; if the construction farms do anything wrong while doing the work, it will be investigated and action will be taken accordingly.
Sardar Shafiqul Islam, assistant director of DE said clearance from the DE is necessary if any road or drain needs to be made in the hilly area. But in this case Cox’s Bazar municipality did not take permission from the DE; even no application has been submitted. Legal action will be taken in this case, added the assistant director.
Deputy Commissioner (DC) of Cox’s Bazar M. Ruhul Amin said, “Cox’s Bazar municipality has not taken any approval for making the road. Quick action will be taken for making road on administration land and for cutting the hills.”
