UGC suggests action against public varsities: Irregularities led to unrest

The University Grants Commission (UGC) has identified ten irregularities in the public universities and submitted a report to the Education Ministry to take stern action to stop the abnormalities.
These irregularities had led to recent unrest in different universities across the country, the UGC sources said.
Some of the irregularities include creating new departments without taking any approval, appointing extra manpower, the money sanctioned for one sector but spent for another; buying without tender; looting money from Higher Education Quality Enhancement Project (HEQEP).
Some varsities are also taking extra fees from the students in the name of development project only to be distributed among teachers and officials; hiding the teachers’ income; increment for higher degree; and irregularities in giving house rent allowance, recreation and pension.
Meanwhile, the UGC has sent letters to some universities asking them to take initiatives to reduce the irregularities and to submit their update reports. But no university authority has so
far submitted any update report. The UGC also sent a letter to the Education Ministry requesting to take administrative action in this regard.
UGC Chairman Professor AK Azad Chowdhury told The New Nation on Tuesday that the Commission found many irregularities in different public universities. It has issued letters to the universities to reduce the wrongdoings. But they do not follow it. That is why the UGC requested the Education Ministry to take steps against wrong doers.
 “Irregularity is one of the main problems hindering the quality higher education in the country. The irregularities in the higher educational institutions are promoting the recent movement. So it is high time to stop the irregularities from the public universities,” Prof Azad said.
UGC sources said that it had formed probe committees to investigate the irregularities at Bangladesh Agricultural University, Sylhet Agricultural University, Sher-e-Bangla Agricultural University, Kabi Nazrul Islam University and Islami University.
The committees have already submitted the report on Bangladesh Agricultural University, Sylhet Agricultural University and Sher-e-Bangla Agricultural University. Investigation report on Kabi Nazrul Islam University and Islami University is yet to come.
Admission test of Rangpur Begum Rokeya University for the session of 2014-15 is yet to hold due to teachers and officials’ unrest. No class and examination was also held during the last four months.
Islami University, Kushtia, was closed for the last four months due to the abovementioned problems.
Teachers are on agitation at Shahjalal University of Science and Technology demanding the resignation of its vice-chancellor. 35 teachers from different departments resigned from the university to press home the same demand.
Teachers have been divided into two groups at Rajshahi University, Comilla University, Khulna University and Jahangirnagar University. The UGC also found irregularities in these universities.
