Govt’s PPP initiative fails

Policy framework, bureaucratic tangle blamed

The government’s public-private partnership (PPP) initiative has almost failed to make any headway in the last seven years due to multifarious factors, including absence of proper policy framework and bureaucratic tangle, experts said.
The government wanted to execute the big development projects under PPP, but met no success due to little response from the private entrepreneurs.
An official of PPP office told The New Nation on Wednesday that the government started 42 PPP development projects in last seven years, but none of them attained its goal.
He said, it takes a long time to execute a PPP project because the entrepreneurs show no interest in it, adding that the government could not formulate concrete rules and regulation for PPP project.
The official blamed the government’s unnecessary intervention and their intransigent attitude for failure of PPP.
Mustafa K Mujeri, Director General of Bangladesh Institute of Development Studies (BIDS) said, “The PPP is a new idea. But absence of
proper guidelines has stood as barriers in its way to achievement”. He said, transparency, consultation with stakeholders and sound regulatory framework are very important for guiding PPP projects to successes.
An expert on public private partnership said “Absence of meaningful competition, government’s poor specification and the incompetent bidders stand in the way to timely implementation of all PPP projects”.
Bangladesh Textile Mills Association (BTMA) President Jahangir Alamin said the government wanted to run the state-owned textile mills under PPP, but the initiative could not be materialised due to poor response from the entrepreneurs.
Bangladesh Jute Mills Corporation (BJMC) Chairman Bayezid Sarwar said, entrepreneurs are not interested to design projects under PPP.
He said that they could not make any headway in operating the BTMC mills under the PPP during the last four years.
 “We want to make the mills profitable under PPP or joint venture (JV), but we don’t get any response from the entrepreneurs”, the BTMC chief said
A senior official of energy ministry said, they have been looking for a number of investors for setting up Liquefied Petroleum Gas (LPG) plant under PPP, but there is no response from the investors.
He said, LPG demand is growing sharply in the country, but the private enterprises are reluctant to invest money in PPP project.
