Laying out a19-point directive to the Deputy Commissioners (DCs), Prime Minister Sheikh Hasina on Tuesday asked all concerned, including the DCs, to unitedly combat terrorism and militancy with their utmost efficiency, strength merit and talents.
“We’ll have to unitedly combat terrorism and militancy, as there’ll be no place for terrorism and militancy in Bangladesh, and that’s our policy,” she said. Sheikh Hasina was addressing the inaugural session of the four-day long Deputy Commissioners’ Conference 2016 held at the Prime Minister’s Office.
She asked the DCs to discharge their duties with more cautiously and strictly to maintain peace, discipline and stability in all spheres of social life through eradicating militancy, terrorism and communalism.
“Although we’ll have to face questions for one or two incidents, we’ll be able to overcome this situation as there’ll be no place for terrorists and militants in the country. If we work accordingly taking firm decisions, then we’ll be able to overcome this obstacle and thus continue the pace of development,” she added.
The Prime Minister also asked the DCs to discharge their duties with self-confidence and sincerity in facing any natural and manmade disaster taking united efforts for the sake of the country and the nation.
“No matter what barrier comes in, you’ll have to take the country ahead overcoming that, “she added.
Referring to the Holey Artisan Restaurant terror attack in the city’s Gulshan area on July 1, Sheikh Hasina said it had been
possible to save 13 lives, including two foreigners, in just 12-13 minutes of the operation due to the joint operation of Army, Air Force, Navy, Police, RAB, BGB and other forces through the ‘Operation Thunderbolt’. Referring to the militant and terror attacks like bombing in 500 places across the country in 2005, killing of former Finance Minister Shah AMS Kibria and Ahsanullah Master MP, and grenade and bomb attacks on her time and again, Hasina said the recent terrorist and militant attacks are not new as such attempts were made repeatedly after 1975.
She asked the DCs to tackle such symptoms by any means like they did before and after the January 5 polls and then again for three months from January-March 2015. The Prime Minister also took a swipe at the BNP-Jamaat clique for patronising terrorists and militants in the country during their misrule.
Mentioning that a national consensus has already been created against terrorism and militancy, she asked the Deputy Commissioners to play their due role in forming anti-terrorism and anti-militancy committees at ward, union, upazila and district levels. “The nation is now very much conscious against terrorism and militancy and no guardian wants to see their children to go to a wrong path,” Hasina said adding those walking on the wrong path of terrorism and militancy should be hunted down.
Noting that still there are some 2.80 lakh homeless people in the country, she reiterated her vow that there will be no homeless in Bangladesh and no one would starve either and die without treatment. The Prime Minister directed the DCs to make lists of homeless people, find out khas land and build homes for them there and arrange necessary loan and training facilities for them to earn their livelihood.
In the project formulation process, she also asked the authorities concerned to consider the necessity so that there is no unnecessary expenditure of state fund, and instructed the DCs for proper monitoring of the implementation of development projects.
In her 19-point directive, Hasina asked the DCs to be mindful so that common people are not subjected to harassment and deprivation while availing of government services, work with due responsibility to free the country from the clutch of social diseases like women and children repression and trafficking, curbing misuse of drugs, dowry, eve-teasing and child marriage, taking special measures for minorities, ethnic groups, disabled, autistic and underprivileged communities.
Her directives also include rural infrastructure development, flourish of potential local SMEs, and devoting themselves in poverty alleviation through creating jobs, giving leadership in development and flourishing ICT to reach the services at the doorsteps of common people, increasing the rate of female education in all spheres of education, reducing the rate of leaving from school by students, and bringing the dropout students in to the mainstream, keeping strong vigil and increasing transparency and efficiency in land administration and management and protecting public land, taking all necessary steps for ensuring smooth supply of fertilizer, seed, power, energy to boost agricultural production, creating massive awareness in protecting marketing of adulteration of food and curbing such illegal activities increasing awareness for protecting the environment and ensuring proper enforcement of related laws and regulations, taking right steps in right time, making effective the village courts to reduce the case log in courts and giving justice to common people with ease, taking steps for maintaining peace in industrial belt, making smooth goods transportation and import and export activities and rooting out extortion, tender manipulation and mussel power.
Hasina also directed the DCs to give an institutional shape to consumer rights, and curb any ill attempt to create any artificial crisis in the market, strictly follow the Women Development Policy, 2011, ensure due legal steps for stopping violence, torture and in-discriminatory behavior again women and curb women and children trafficking, drug peddling and its smuggling and its misuse, expediting development at the Chittagong Hill Tracts alongside preserving its geopolitical features, forestry, rivers, waters and livestock and the hills, alongside extending all-out support in flourishing tourism, SME, and traditional cottage industries.
