The Wali Newaz Khan College is one of the educational institutions of Kishoreganj. College Principal Md.Al -Amain joining the institution last 26 months ago.. There are numerous allegations against him including illegal recruitment of teachers and staff, embezzlement of money by creating illegal fabricated salary structure by violating the government pay scale, embezzlement of salary from stipend students, embezzlement of money without taking internal examination, withdrawal of FDR money from the College.
They are even giving PhD and MPhil allowances as higher education increments to third class employees of the college to justify their irregularities. Principal Prof. Mentioning specific 12 irregularities against Al-Amin, the member of the college Governing board of members. Kisoregnj Judge Court Advocate Md. Kamrul Islam Babu recently made a written complaint to District Commissioner (DC)in Kishoreganj. In view of the complaint, When contact to DC in Kishoreganj Mohammad Shamim Alam told The New Nation that District Administration formed a three-members inquiry committee on August 2. Deputy Secretary (DS) & Deputy Director (DD) in local government has been appointed as convener and District Education Officer (DEO) and District Accounts and Finance Officer (DAFO) as members in the search committee. Principal Md Al-Amin . in written complaint. Al-Amin’s abuse of power, fraud for mala fide purposes, fake recruitment and creation of fictitious vouchers by fraud, creation of fabricated pay structure in violation of Pay Scale-2015 and development activities in disregard of PPR-2008 were requested. According to the complaint, around 6,000 students are currently studying in HSC, BM Branch, Degree (National and Open University) courses in traditional Wali Nawaz Khan College, which is rich in 15 subjects with honors and MBA professional. About 80 percent of students are children of poor and lower middle class families. Principals are collecting their hard-earned money from the students without the official circular and embezzling it through irregularities and corruption by abuse of power.
Allegations include illegal recruitment of teachers and staff through a special committees for unfair gain. Lakhs of college funds have been looted in 9 months by creating illegal fabricated salary structure in violation of Government Pay Scale-2015. Deduction of ongoing increments of non-MPO teachers, salary creation of MPO teachers by increasing basic pay outside MPO policy and MPhil and PhD allowances to office staff.
Shafiuzzaman Akand is being paid Tk 1656 and Office Assistant Julhas Uddin Tk 1454. Apart from this, money is being stolen by showing various sectors including special allowance and service allowance. Since joining, Al-Amin maintained dual general accounts (Rupali Bank, Ltd. Kishoreganj Corporate Branch and NRBC Bank Kishoreganj) so that the income and expenditure accounts of the college are quite questionable. Collection of salary from stipend students without government certificate and stipend related activities are questionable. Ignoring the teachers’ council, the principal looted lakhs of rupees by creating illegal distribution policies in the hope of personal gain. Embezzled money without taking internal examination (HSC-2020).
College’s FDR (National Bank Ltd. Kishoreganj Br.) was withdrew approximately Tk 65 lakhs. From the time of joining till before joining the MPO, both the government money of the MPO and the salary paid by the college were withdrawn from the college fund which the college did not return the money even after joining the MPO. The principal prepares the administrative budget of the college through the teachers. By abusing his power, the principal built luxurious air-conditioned bedrooms. It is common in the college that the financial affairs of the college are managed by forging his signature on the pretext of the president’s illness. The principal of the college is delaying the payment of 4 months salary and allowances to the teachers and employees by creating an artificial financial crisis.
Wali Newaz Khan College Principal Prof Md. Al-Amin said that salaries and allowances are being taken on the approved scale.
