Discontent, commotion, movement over the much talked operation of New Mooring Container Terminal(NCT) of Chittagong Port will be resolved soon following the decision of last Board meeting of Chittagong Port Authority held recently .
The operations of four berths of NCT will come under open tender bid instead of present Direct Procurement Method(DPM) . According to board meeting decision CPA will invite open tenders for NCT in January next, a reliable sources said.
Meanwhile adverse reactions expressed in the recent meeting of the parliamentary Standing Committee on Shipping Ministry over the recent decision of CPA to appoint separate operators of each berth of NCT. At the same time standing committee severely criticized the role of Bandar Rakkha Parishad. Parliamentary committee meet was held on Tuesday , a reliable sources said.
Mentionable that a private berth operator Saif Power Tec has been operating two terminals for the last six years on DPM method instead of competitive tenders. In the meantime, cityAwami league president and former Mayor ABM Mohiuddin Chowdhury has launched movement to declare DPM method as illegal and Saif Power Tec black listed under the banner of Bandar Rakkha Parishad. Port sources said in last meeting of the board of CPA, decided to engage separate berth operators for each berth of NCT through open tender process In this connection, a 5-members committee head by Terminal Manager Enamul Karim constituted to formulate the necessary papers and recommendations for open tender for NCT.
While contacted the Terminal Manager told the New Nation that the committee will submit their detail recommendations over the open tender method soon.
Sources said parliamentary standing committee meeting was held on Tuesday at Sangsad Bhaban in Dhaka with Rafiqul Islam MP in the chair.
Among others, ports and shipping Minister Md.Shahjahan Khan MP , Md. Abdul Hai MP, MA Latif MP, Md. Anowarul Azim MP and senior officers of the concerned ministry including Chairman of CPA.
The meeting expressed adverse reactions over the decisions of CPA board meeting held recently. President of parliamentary committee told in the meeting that NCT is one terminal consists of 4 berths but separate operators for each berth not at all justified.
He said the previous decisions of the parliamentary committee is still remain in force.
On the other hand BRP has launched movement against the DPM method and to declare the Saif power Tec as black listed in Chittagong port and asked the CPA to abrogate all deals and pacts with Saif power immediately.
But the movement of BRP headed by ABM Mohiuddin chowdhury was also criticized in the meeting of PC held on September 11 last. Member of PC , Abdul Hai MP told the journos that being imbued by the vested quarters, BRP launched movement against the country and national interests. The members of the PC in the same meeting strongly criticized tshe role of Mohiuddin Chowdhury, a BRP sources said.
