M M Jasim :
Educationists have demanded increase of allocation for the education sector in the upcoming budget to ensure quality education and education for all.
They said, inadequate allocation has been negatively impacting research, recruitment of qualified teachers, infrastructure, quality education and professional skills as well as improvement of infrastructure and other facilities.”
Dhaka University Professor emeritus Serajul Islam Choudhury said, “The purpose of education is to generate and innovate knowledge and to build skilled manpower. In absence of an adequate fund, it is impossible to achieve such goals.”
Professor Syed Anwar Hossain of History Department, Dhaka University said, it is unprecedented that the government is reluctant to allocate adequate money for the education sector. In such case, it will be very difficult to ensure quality education.
“We always demand higher allocation for education sector. But unfortunately each and every government ignores our demand,” he said
Professor Nazrul Islam, former Chairman of University Grants Commission told The New Nation, the number of educational institutions and students is increasing day by day. But the allocation of money for the education sector is decreasing.
“We were not satisfied with the allocation in the 2014-15 budget for the education sector. It will be difficult to ensure quality of education. The government says that it would introduce digital system in each and every level. But how will they do it? The process of digitalization also needs money,” Nazrul Islam said.
Prof Azad Chowdhury said, allocation for education has been decreasing for long, but allocations for unproductive sectors are on increase. The commercialisation of education should be stopped. The salary for the teachers should be increased according to their status.
“The allocation for higher education last year was less than 0.25 per cent of GDP. It is unthinkably inadequate. In contrast, many Asian and European countries spend .50 to 1.25 of their GDP on education,” Professor Azad Chowdhury said.
It may be mentioned that the government allocated Tk 292.13 billion for the education sector in 2014-15 fiscal year. Tk 136.73 billion was allocated for primary education and Tk 155.40 billion for tertiary and higher education.
