Pillow corruption: Cost of a pillow proposed at Tk 27,720 against actual cost of Tk 720 at Chattogram Medical University project

Pillow corruption is not falling behind in development of Bangladesh. The pillow’s ghost has also followed the set up of a new medical university in Chattogram like the Rupur Nuclear power project in Pabna.
The cost of a pillow has been proposed at Tk 27,720 which actually will cost of Tk 720 and cover for the pillow is at Tk 28,000, while actual market value of that cover is only Tk 500.
There are many inconsistencies in the Development Project Proposal (DPP). Out of these, the proposed hand gloves cost Tk 35,000 while the market value is only Tk 20 and cost of a test tube has been proposed at Tk 56,000.
The feasibility of the project has not been verified. The Project Evaluation Committee (PEC) recently attended a meeting at the Planning Commission. The meeting also sought clarification from the Health Department, expressing dissatisfaction with these unusual spending proposals.
The Planning Commission has also recommended that DPP investigators take action against those involved. Concerned said that the involved ministries have agreed to increase the cost of the project indiscriminately. They cannot be stopped in any way.
Economists say the trend is a primary step for looting in the name of development. According to the DPP, the Ministry of Health is going to build an international standard medical university in Chattogram to promote the health sector of the country. For this, two 22-storied hospital buildings with one thousand beds will be constructed. In addition, a 20-storied administrative building will be constructed.
The university will be built over 21.52 acres of land along the Chattogram port bypass road on Dhaka-Chattogram highway. Initially the cost of the project was estimated at Tk 2,800 thousand.
If approved, the project is expected to be implemented from June of this year to June 2022.A PEC meeting was recently held in the Ministry of Planning on the proposed project of the Ministry of Health and Family Welfare. The meeting raised questions about the project’s unusual spending proposal.
According to the DPP paperwork, the cost of the 12 items of the proposed project is much higher than the market value. The Planning Commission states that out of these 12 items, the cost of purchase of the pillow has been proposed at Tk 27,720 each, including (supplier’s profit, VAT, tax) market value of Tk 750-2000 and the pillow cover price of Tk 28,000, which has a market value of Tk 500-1500.
There are many inconsistencies in the product purchase proposal. Of these, the cost of sterile hand gloves has been estimated at Tk 35,000 each, with a market value of only Tk 20-50. And the price of the test tubes is proposed at Tk 56,000.
At the same time, the cost of the electric multi-plug for the construction of the building has been estimated at Tk 6,300, which has a market value of only Tk 250-500. Operation Theater Rubber Cloth has a market value of Tk 500-700, but the project proposal has been priced at Tk 10,000, while the market value of Rexin is Tk 300-500, but it has been proposed to buy at Tk 84,000 each.
Although cotton towels are available in the market at Tk 100-1000, the proposal has been made at Tk 5,880. Doctors’ white gowns have a market value of Tk 100-2000 but Tk 49,000 has been proposed in the project.
Surgical caps and masks have been priced at Tk 84,000, while the market value only Tk 100-200. In the market, the price of each shoo-cover is Tk 20-50; it is suggested in the project proposal at Tk 17,500.
The Planning Commission says many more inconsistencies will be found if the buying proposal of equipments for the proposed project would be reviewed. Such an estimate is in no way acceptable.
Concerned to the project says, in many areas of the project proposal, different costs of the same medical equipment have also been estimated. Focusing on this, Abul Kalam Azad, a member of the Planning Commission’s physical infrastructure department told, there are many inconsistencies in the project.
In most cases, the purchase price of medical equipment has just been estimated. In a few cases, less than the market price has been charged. This is absolutely unacceptable.
He said a representative of the concerned ministry has been told that if any project proposal is sent in future, it should be corrected by proper examination by the ministry.At the same time, the Ministry recommended that the concerned implementing agencies be involved in the preparation of the DPP of the proposed project and take necessary steps.
According to the PEC papers, further irregular inconsistencies were reported after reviewing the DPP of the project. Incompatibility and inconsistency have also been observed in estimating the cost of furniture. Similar furniture is priced differently in different places. It has been suggested to buy the same furniture multiple times.
In this regard, Planning Minister MA Mannan told, it would be sad if the implementing agencies send project proposals at a high cost. Because these money belongs to the people. The DPP should not be mistaken, so the concerned have to be more careful.
He said the Planning Commission conducts verification before passing the project.If anyone found involved, then action must be taken. We are gradually increasing our capacity to do this so as not to approve any unusual expenditure project.
According to sources in the health ministry, a total of 56 residential units of 2,500 sq ft and 800 sq ft with 15- storey buildings will be constructed under the project. Separate hostels will be constructed for 130 female and 130 male doctors.
A 15-storey hostel will be constructed for 250 female students and 250 male students. A two-storey building for vice-chancellor , a four-storey guest house and a four-story mosque will be built.
There will also be a sewerage treatment plant on thecampus.The Planning Commission says the cost of construction work has been estimated at Tk 1,960 crore, which cannot be verified.
It is advised to examine the feasibility of the project by adding how many buildings are required to justify the expenditure on construction and complementary sectors, the space utilization plan key of each floor, including the basement, what will be the standard of each building.Sajida Khatun, Joint-head of the Socio-Economic Infrastructure Department (Health Wing), said the health sector would be developed if the project was implemented.
The medical university will be cover 20 institutes under the medical university law, including six government medical colleges, ten private medical colleges, two dental colleges including nursing, technology, ayurvedic and optometric technologist medical institutes. The examinations of these institutions will be conducted and certificates will be issued through this university.
