The Police officials submitted the demands through the Home Minister in the five-day long Police Week program to be concluded today (Friday), they said.
The other demands are Tk 15 lakh in compensation if a policeman is killed in action and Tk eight lakh for grievous injuries, integrating the Department of Immigration and Passports under police jurisdiction, allocating at least one Armoured Personnel carrier (APC) in every district, creating a deportation centre for illegal foreigners, as well as allocating funds to ensure their return to their respective countries, and several others, according to them.
In addition to recognition for the quick disposal of narcotics cases, a Superintendent of Police requested for the introduction of recognition awards for those who recover huge amounts of narcotics, similar to those of Border Guard Bangladesh (BGB) and the Department of Narcotics Control (DNC).
They also pressed for construction of a modern sports complex for police, to bear costs for maintenance and fuel of motorbikes and upgraded allowance for traffic policemen as per the latest pay scale.
Police demanded recruiting 70,000 to 75,000 more members, upgrading the rank badge of Inspector General of Police (IGP) to four stars and forming a separate division for police under the Home Ministry.
Seeking anonymity, a Deputy Inspector General (DIG) demanded approval of overtime payment for police personnel who work more than eight hours a day.
Besides, Prime Minister Sheikh Hasina has responded positively to all the demands placed before her on the opening day of the
Police Week on February 4, Police Headquarters sources said.
She pledged to consider a rise in compensations — from Tk five lakh to Tk 15 lakh if a policeman is killed while in action and from Tk one lakh to Tk eight lakh for sustaining grievous injuries.
The PM also assured them of meeting the demands for lifelong rations for two family members after the retirement of a policeman, and a separate medical corps for the police, they said.
After hearing the demands, Home Minister Asaduzzaman Khan Kamal assured police officials that those would be put into consideration.
“Many dream of becoming Superintendents of Police after passing their BCS exams. I have instructed the IGP to set provisions and setting the tenure of all SPs,” the Minister said.
Abdul Ahad Khan, Officer-in-Charge of Gafargaon Police Station in Mymensingh, said the compensation for a civil official while in service is Tk eight lakh if they die or get killed and Tk four lakh for grievous injuries. But a police official gets Tk 5 lakh if they die and Tk one lakh for severe injuries.
Ahad further demanded that Tk 15 lakh in compensation if a policeman is killed in action and Tk eight lakh for grievously injuries.
Md Safi, an Assistant Superintendent of Police (ASI) of Dhaka Metropolitan Police (DMP), called for a separate medical corps for the police force. He said doctors from outside are brought in for treating patients at police hospitals, but they do not want to continue.
Mahbubur Rahman, an ASI from Kurigram, demanded rations for at least two persons of the family until the death of the policeman.
Silvia Ferdous, a traffic sergeant of DMP, pressed for increase of their allowances.
Silvia further said the traffic officials receive 30 percent of their basic as allowance. But it is given as per the 2009 pay scale though they get salary as per the 2015 scale.
Sub-Inspector (SI) Kamrul Alam said they don’t have a sufficient number of motorbikes. “So we have to buy motorbikes and use it for government work.
Kamrul also demanded maintenance and fuel allowances for their motorbikes.
“Discussions are underway regarding different proposals relating to the necessity of the police,” SM Ruhul Amin, DIG (Media and Planning) at the PHQ, told the media.
“We are planning to propose a police-population ratio of 1:600, for which another 70 to 75 thousand force members are required,” the official said.
The current ratio in Bangladesh stands at an estimated 1:755.
Asked about the upgrading the IGP’s rank badge to four-stars, Ruhul said it was subject to discussion with the PM. At present, the rank of IGP is three-stars while the rank of the Chief of Army is four-stars.
