Rights Groups on Saturday expressed concern over mismanagement of two climate funds.
They also demanded inter-ministry coordination and integration of climate adaptation in the upcoming national budget for fiscal 2014-15.
They expressed the concern at a seminar titled “Is Bangladesh Ready to Face Climate Problem in Future, National Budget 2014-15, Climate Resilience and Adaptation” at the National Press Club.
EquityBD, a network of right groups, organised the seminar which was moderated by Rezaul Karim Chowdhury of EquityBD, says a press release.
State Minister for Finance and Planning MA Mannan was present at the seminar as chief guest.
Former MP Sohrab Ali Sana, Dr Abdul Matin of BAPA, Qumrul Islam Chowdhury of BEJF, Aminur Rasul of Unnayan Dhara, Syed Jahangir Hossain Masum of CDP, Prodip K Roy of on Line Knowledge Centre also spoke on the occassion. Syed Aminul Haque of EquityBD presented the key note paper.
Syed Aminul Haque of EquityBD in his keynote presentation said Bangladesh Climate Change Strategic Action Plan (BCCSAP) is a stand alone
document, 6FYP(Sixth Five Year Plan) has little integration to the document or climate resilience actions.
UNDP CPER (Climate Change Public Expenditure Review) 2012 has already shown that only 3.8 percent of the budget allocation has effective correlation to climate change.
He placed five demands in this regard.
Aminul Rasul raises question on both trust and resilience fund management and demanded a white paper on this two climate fund management.
Prodip K Roy pushed for bringing these two funds under one single management.
