Dr. Foqan Uddin Ahmed :
In the 21st century, human civilization has reached the pinnacle of glory in science and technology. Scientists have discovered the truth about atoms; man has landed on the moon and man-made satellites are rocketing in the far sky and round the universe. Scientist has also discovered the secrets of life and is almost on the verge of taking the rudder of creation in his own hands. It is an age of electronics and computers through the Internet, there has been an information revolution-the world of knowledge is within the reach of man. Within seconds by pushing a button, man can get across the distant knowledge and information.
ICT enables to create a significant impact on our life. It is inevitable to all spheres of socio-economic, cultural and political activities. ICT can create an unprecedented opportunity for achieving national development goal. ICT is considered as an essential tool for poverty alleviation and use of ICT is vital for Bangladesh to fulfill health service, achieving targets of educational development and finally play a significant role to eliminate poverty similarly, the use of ICT can contribute to the empowerment of women. Access to information for the village destitute under privileged, less privileged women and providing the ICT service will undoubtedly make sure the empowerment of the women. This ICT as socio-economic and geographical barrier overcoming agent must be utilized as the tool for total development of the country. So govt. is cordially working for availability of ICT where computer, mobile phone and internet are very relevant.
Computer is the new wonder of science. It can make calculations in a moment; it performs sequences. There are two types of it-digital and analogue. The first type carries out mathematical operations with variables. They are usually electronic. In analogue computers, quantities and dimensions represent the variables. Digital computers can store millions of pieces of information in its memory. Any problem which can be resolved into sequences of mathematical calculation can be dealt with by the computer. Computer is the super intelligence. It can process words, prepare results, design clothes, forecast weather, probe limits of space, It is now used in banks, railways and offices, Air travel has become easier and safer on account of the computer. Soon it will be used at every school, institution, and house. This artificial intelligence will do all work for man. A ‘robot’ is but a computerized automatic machine.
As computer literacy spread with time, internet usage has increased. Communication networks were earlier connected to each other in a sort of a chain, somewhat like an electricity line to one’s home. This meant that if even one chain in the middle was blown up, the whole network becomes useless. The net connections is possible at each home with the computer which should be able to support through the software and must have a windows programme. It should also have a browser-a programme that helps you browse the Net. One needs a telephone connection with a modem, which transfer data from the telephone cable to the computer on the table. Today easy access to broadband internet access in cities and villages in family proportions should be ensured. The Internet should be considered as a fundamental right, because it has been a long-term research and financial investment in the formulation of technology, where the acquisition of common people should now be increased and it will be cost effective. People can consolidate their economic position by using high-speed internet to improve their lives.
In the late eighties, when wireless mobile networks were being developed around the world, when one-third of the united states used mobile phones, a young Bangladeshi expatriate Iqbal Qadir thought that how the mobile will be used at low prices in their own country. All the achievements are the credit of the government, because the government has brought the internet in the country and through various means, it has been distributed to different parts of the country. Mobile phones are just such a distribution medium. They buy internet at wholesale rate or very cheaply from the government and sell them at different prices for a variety of package names and packing credits.
Now the mobile phone and the internet have reached almost all corners of our country due to Government’s good will. The issues that the Government can now concentrate on to taking advantage of the high level of internet in rural areas to make the company’s eager and enthusiastic in innovative work. 4G can be a solution if the Government thinks of hotspot internet in all villages. High-speed internet (According to the ITU definition 4G speed is enough) can be ensured for the rural young inventors, until the soil is dug up to take the broadband. It will be necessary to get the GSM internet access router that will ensure the service by spreading uninterrupted internet in a particular area. And what can be done is to sit with the mobile operators, with help of Government, (Business people generally do not listen to any one outside the Government) all the companies should create a research center for the technology innovation in the country. They can develop in the local level with the young innovators. They can be linked to the science and technology services development research in the country’s higher education.
Bangladesh has taken the initiative to implement the sustainable development goals by 2030 & we believe these ideas made by IT unit have been kept & taken to consideration. To-day, we are going to establish ICT & computer world. Thus, ICT & computer development will indeed lead to achieving digital Bangladesh.
