Call to realize 11-point demands of BD Assistant Head Teachers’ Council

Under the direction of general secretary Md. Billal Hossain, the president of the central executive committee of the organization, Md. Rafiqul Islam, presented the speech containing the 11-point demands of the assistant head teachers.
He informed various print and electronic media including newspapers, television channels and assistant head teachers working in various private secondary and higher secondary educational institutions of Bangladesh, Assalamu Alaikum.
You have already been informed that today’s press conference has been organized with the aim of meeting the professional problems and various logical demands of the assistant head teachers working in various private secondary and higher secondary educational institutions of Bangladesh.
There are about twenty five thousand assistant head teachers who are working in various private educational institutions of secondary and higher secondary level in the independent sovereign Bangladesh left by the undisputed leader of the Bengali nation, the best Bengali of a thousand years, Bangabandhu Sheikh Mujibur Rahman, the father of the nation.
The demands are:
01. Assistant Headmasters are enrolled in MPO as Assistant Headteachers at the beginning of their service and have minimum ten years of teaching experience by applying for the vacant post and are selected through competitive examination and are newly appointed as Assistant Headmasters. Therefore, according to the Manpower Structure and MPO guidelines issued by the Ministry of Education on March 28, 2021, automatic grant of two higher grades to Assistant Headmasters on completion of ten years and sixteen years of satisfactory service.
02. In the light of the day-to-day experience in all the activities of the institution, to play a role in the policy-making stage and express opinions, to coordinate academic and administrative work, to ensure accountability, to bring transparency and dynamism to the work, to include assistant head teachers as ex-officio assistant member secretaries in the managing committee/governing body.
03. It is necessary to involve the Assistant Headmasters and take their signatures during the preparation/submission of institutional reports as required by the concerned higher departments/organizations/offices from time to time. In order to ensure the proper use of the institution’s own funds and resources, bring transparency in all income and expenditure, and to stop embezzlement of the institution’s funds in various ways, the office assistant cum account assistant will sign all types of bills and vouchers after signing the assistant principal. Then the head of the organization will sign and approve the managing committee/governing body – giving instructions to this effect.
04. To ensure that in the absence of the Principal, the Assistant Headmaster holding the second administrative post of the institution in the Higher Secondary School/School and College, performs the duties as Acting Principal.
05. To provide an opportunity to apply for the post of principal in higher secondary schools/schools and colleges after serving at least three years in the post of assistant head teacher and get appointed through competitive examination.
06. Elevation of the post of Assistant Headmaster to the post of Vice-Principal with a view to aligning it with the post of Principal in Higher Secondary Schools/Schools & Colleges (currently existing in equivalent madrasas).
07. To arrange in-service training at regular intervals to keep pace with current curriculum/future curriculum/educational management/educational administration.
08. Formulating up-to-date employment rules for employees at all positions including head of the organization and taking effective steps for its implementation.
09. Nationalizing the education system up to the higher secondary level and providing opportunities to work on deputation in various departments related to education.
10. To stop giving extension or contractual appointment to the post of head of the institution and to immediately fill all the vacant posts of the head of the institution including the assistant head teacher through NTRC.
11. Stop workplace harassment and provide regular government oversight of educational institutions.
