The cabinet on Monday approved in principle the draft of “The Bangladesh National Cadet Corps (BNCC) Law, 2015” aimed at bringing the existing BNCC under a legal framework and establishing a separate department in this regard.
The approval was given at the regular cabinet meeting held at Bangladesh Secretariat with Prime Minister Sheikh Hasina in the chair.
After the meeting, Cabinet Secretary Mohammad Shafiul Alam briefed reporters.
Shafiul Alam said the government is framing “The Bangladesh National Cadet Corps (BNCC) Law, 2015” to infuse more dynamism into the activities of the existing BNCC and make it well-organized by bringing the organization under a legal framework and establishing a separate department.
Highlighting background of the establishment of the BNCC, the cabinet secretary said the organization has so far been running under the University Officers Cadet Corps, Act 1979 framed in the light of a very old law enacted in 1950.
According to the proposed law, he said, a separate department will be established for the BNCC under the Ministry of Defence. The director general of the department would be appointed by the government and he will be its head.
Besides, there will be an advisory committee to smoothly run the department, while prevention measures would be taken to check activities contrary to the discipline. The cabinet secretary said the headquarters of the BNCC will be established in the capital, while there will be more branches in other parts of the country.
While talking about violation of the discipline of the organisation, Shafiul Alam said the officials to be posted on deputation in the BNCC from different forces will have to face legal actions by their respective forces in the case of breaking discipline.
Besides, he said, legal procedures will be taken against those to be posted on deputation from Bangladesh Civil Services as per Bangladesh Service Rules.
He said the cabinet also endorsed a proposal for signing a memorandum of understanding (MoU) on cooperation in the field of tourism between Bangladesh and Thailand.
The cabinet secretary said the MoU proposed by the Thai government would be inked between the two countries for further strengthening bilateral cooperation in tourism sector.
