Cabinet clears Handicrafts Industrial Policy 2015

Govt also approves 2 optional holidays for ethnic minority groups

The cabinet on Monday approved the draft of the ‘Handicrafts Industrial Policy, 2015’ aimed at alleviating poverty as well as promoting the country’s own tradition and culture.
The approval was given at the regular weekly meeting of the cabinet held at Bangladesh Secretariat with Prime Minister Sheikh Hasina in the chair.
After the meeting, cabinet secretary M Musharraf Hossain briefed reporters.
Musharraf Hossain said the government’s main objective is to alleviate poverty through creating employment opportunities.
He said the government gives importance to flourishing handicrafts industries as those can play a vital role in poverty alleviation as those are labour intensive ones and run with very small capital creating huge jobs.
The cabinet secretary said although there is a main policy in the industrial sector, ‘Industrial Policy 2010’, the government has approved this new policy in line with the main one for the development of the country’s small scale industries.
Another objective of the policy is to promote the country’s traditional culture and heritage through the expansion and preservation of handicrafts.
The policy has a provision of enhancing the skill and efficiency of entrepreneurs, providing financial and promotional assistance to the entrepreneurs and necessary measures to boost the export of handicraft items.
Under the policy, there would be a council, ‘Handicrafts Industry Policy Coordination Council’, headed by the Industries Minister and another council led by the chairman of the BSCIC named as ‘Handicrafts Policy Implementation Council’ to provide assistance to the coordination council.
The government approved two optional holidays for the officials and employees of various ethnic minority groups of the Chittagong Hill Tracts (CHT).
The people of these ethnic minorities could enjoy the optional holidays irrespective of their residing places.
The optional holidays would be the 29th Choitra for Chakma and Tripura and 2nd Boishakh for the Marma and Rakhain.
The 29th Choitra is called as Fullbiju by Chakma and Hari Boishu by Tripura while the 2nd Boishak is called Sangrai by Marma and Rakhain.
The cabinet also expressed satisfaction over the rate of implementation of its decisions from January to March this year.
During the first quarter of the current year, Musharraf Hossain said the cabinet held 13 meetings and took 66 decisions and 33 of which were implemented. During the period, the cabinet adopted two policies or strategies and approved two agreements and MoUs.
Cabinet members and state ministers concerned attended the meeting. Secretaries concerned were also present.
