Cabinet body okays 9 proposals

The Cabinet Purchase Committee on Wednesday approved some nine proposals, including extension of deals with rental power plants for another five year, and setting up a new 100 MW power plant under private sector.
The approval was given at a meeting of the Cabinet body held with Finance Minister AMA Muhith in the chai.
It, however, sent back a proposal of the Bridges Division to increase the cost of the Padma Bridge project.
As per the proposals placed by the Power Division, Katakhali (Rajshahi) 50 MW HFO-(furnace oil) based plant of Northern Power Solution Ltd and Chapainawabganj 50 MW HFO-based plant of
Sinha Power Generation Company Ltd have received the approval for extension. Official documents, obtained by UNB, reveal that the government will have to spend about Tk 4000 crore to purchase electricity from the two rental power plants having total capacity of 100 MW for the extended period of next five years.
In this case, some Tk 1998.52 crore needs to be paid to Northern Power while Tk 1956.28 will be required to be paid to Sinha Power Company for buying the electricity.
The government will purchase electricity at a rate of Tk 11.166 per kilowatt hour (each unit) from Sinha Power while Tk 11.40 from Northern Power where furnace oil price was estimated at Tk 42 per litre, US dollar price at Tk 80 and plant factor at 80 percent.
Earlier, when the government approved the contacts of Sinha Power in 2010, the tariff of the plant was Tk 7.7739 while that of Northern Power was Tk 7.78 per unit where furnace oil price was Tk 26 per litre, US Dollar price at Tk 69.35 and plant factor at 80 percent.
Kaqrnaphuli Power Company, a private firm, will set up HFO-based 100 MW power plant in Shikalbaha area of Chittagong from which the state-owned Power Development Board will purchase electricity for the next 15 years at a rate of Tk 8.2933 per kilowatt hour (each unit).
A proposal of 8minutenergy Singapore Holdings 2 Pte Ltd received approval of the committee to set up 50 MW solar power plant in Panchaghar district from which the government will buy electricity at Tk 10.66 kilowatt for the next 20 years.
The Cabinet body approved a proposal of the Education Ministry to award contract for supply of papers for printing of 15.50 crore units of books for different curricula at a cost of Tk 385.97 crore. A number of companies won the contracts under a total 217 lots of contracts.
The committee approved three more proposals of the Energy Division to award contracts for supply and installation of gas pipelines for Anwara-Fouzdarhat and Moheshkhali-Anwara gas transmission lines and also appointment of a consultant for feasibility study of an LNG terminal in Moheshkhali area. All the power and energy projects’ contracts were awarded under Prompt Power and Energy Supply (special) Act 2010.
