MPs tell JS: Budget lacks transparency

Some ruling and opposition party MPs on Monday told Parliament that there is a lack of transparency and accountability in implementation of the national budget, and also in the banking sector.
They came up with their allegation while participating in the general discussion on the supplementary budget for the outgoing fiscal year (2015-16). Taking part in the discussion, ruling party MP MK Alamgir said the Jatiya Sangsad, according to the constitution, is the only authority to make any change in the budget. “But 38 ministries have already spent extra money without taking permission from Parliament,” he said.
He called for referring this matter to the respective Parliamentary Committee for discussions before approving the supplementary budget. Alamgir demanded the government form a separate commission in this regard. “This commission will help the government implement the budget and coordinate between the central government and local government.” He mentioned that the government made a rule to invest one-third of the export earnings abroad. “But in practice, this money is being siphoned off.”
The ruling party MP also called for forming another special commission to contain scams in the banking
sector and forgery in the capital market. Independent MP Rustam Ali Farazi questioned about the capacity of the Comptroller of Auditor General’s (CAG’s) office. “What’re they doing? They didn’t conduct audits in time. We came to know the anomalies in the government offices after 5-6 years.”
He said the ministries spend additional money regularly. “This happens as they don’t float tenders in time and delay in starting work on their projects just to face the price hike of materials.”
Besides, Farazi mentioned that there are irregularities and lack of transparency in ministries.
Jasod MP Mainuddin Khan Badal criticised the Finance Minister for his inability to check the anomalies and irregularities in the banking and finance sectors. “There’s an extreme crisis in the banking sector and the capital market.” Badal said the amount of audit objection of the Bangladesh Bank is Tk 28,000 crore. There are allegations of corruption in the services sector, he added. The Jasod MP mentioned that there is no consistency in the planning and practice while taking any project.
About scams in the banking sector as in BASIC Bank, he said Bangladesh Bank’s reserve has been looted before resolving the problem. Jatiya Party MP Nurul Islam Milon also had harsh talks against the overspending by the 38 ministries as they did not explain anything over the additional expenditure. “There’s no transparency and accountability.” However, Agriculture Minister Matia Chowdhury said the government of Prime Minister Sheikh Hasina never spends anything without accountability. “The government spends money under strict monitoring,” she insisted.
