Bill empowering jute research instt placed in JS

‘The Bangladesh Jute Research Institute Bill, 2017’ was placed in Parliament on Wednesday aiming at empowering jute research activities and to promote its production in the country.
The new Bill was placed in the Parliament as a ‘composite law’ incorporating some new clauses, as well as translating the original law into Bangla as per a directive of the Supreme Court that had earlier declared all ordinances and amendments under martial law governments illegal.
The original law, The Bangladesh Jute Research Institute Act, 1974, had
been amended several times, including those under martial law administrations. After Agriculture Minister Matia Chowdhury had placed the Bill in the Parliament, it was sent to the relevant Parliamentary Standing Committee for further examination. The committee has been asked to submit its report within 15 days.
According to the Bill, intensifying research work on jute and promotion of its production will be under the jurisdiction of the Bangladesh Jute Research Institute.
With prior approval of the government, the headquarters of the institute could be shifted to another place and one or more branch offices could be set up wherever necessary and appropriate.
About the legal structure of the institute, the Bill states there will be a board with the director general of the institute as its chairman to be appointed by the government.
According to the Bill, the institute will control, develop, and conduct all the technical and economic research activities related to jute and jute fiber products as well as expansion of production of jute and jute-related crops in the country. The institute will also work to produce, conduct, examine, and supply quality jute seeds in limited volume maintaining purity and standard.
The institute will collect jute seeds for supplying those among the selected farmers, recognised organizations and other agencies approved by the board.
Besides, it will also set up more regional centres and sub-centres in different parts of the country to solve problems related to jute production through conducting research works there and implement pilot projects to this end.
The institute will also arrange exhibitions on new varieties of jute and jute goods as well as organizing.
