Big budget to ‘lure voters’

The National Board of Revenue has set a revenue target of Tk271,260 crore for the upcoming FY2017-18 Finance Minister AMA Muhith is going to place the next fiscal year’s budget in parliament on Thursday with an outlay of Tk400,266 crore.
The outlay is 26pc higher than the current fiscal year’s revised budget of Tk317,180 crore and 17.5pc higher than announced budget of Tk340,605 crore.
However, the implementation rate of actual budget has declined from 93pc in the FY2012-11 to 78pc in the FY2016-15.
Finance Division officials said the next fiscal year’s budget was prepared keeping the 2019 general elections in mind as prime minister asked to complete mega development projects within the stipulated time.
For this reason, the upcoming budget outlay is much bigger than the current fiscal year’s budget, they said.
Mirza Azizul Islam, a financial sector analyst and a former adviser to caretaker government, said big budget is a major political decision to win voters’ heart.
“The ruling party tries to win the people’s heart announcing big budget,” he said.
