The government has downsized the allocation for the Annual Development Programme (ADP) by 6.61 percent i.e. by Tk 5,314 crore for the current fiscal (2014-15) due to weak execution performance of the concerned agencies.
The National Economic Council (NEC) on Tuesday approved the Revised Annual Development Programme (RADP) for the current fiscal, setting it at Tk 75,000 crore up from Tk 80,314 crore in the original ADP.
Earlier, the Planning Commission (PC) placed the RADP before the NEC meeting on the day for approval.
Prime Minister Sheikh Hasina chaired the meeting held at the NEC Conference room at Sher-e-Banglanagar in the city.
Planning Minister AHM Mostafa Kamal told reporters that like every year, the size of ADP has been downsized in the current fiscal due to slow implementation of development projects. In the revised ADP, Tk 50,100 crore will be mobilized from internal resources and Tk Tk 24,900 crore from external resources. “In the revised ADP, allocations have been increased for Ministries and agencies that have performed well. Those who showed a dismal performance will have their funds axed,” added the Minister. The Minister said, transport, power and education sectors have been given priorities in the revised ADP which set aside Tk 8,100 crore for the Padma Bridge project.
The total number of projects in the RADP rose to 1,204 from 1,187 in the original plan. Out of them, 1014 are investment projects, 169 technical projects and 21 under Japan Debt Cancellation Fund (JDCF).
The RADP includes 605 projects as new unapproved projects while 356 projects without allocation, subject to the availability of foreign assistance. It has earmarked 280 projects to be completed in the current fiscal including 241 investment projects, 28 technical assistance projects and 11 from JDCF financing.
The government has included 18 projects (Road and Transport) in the revised ADP to be implemented under Public Private Partnership (PPP) initiative. He said, around 38 percent of the ADP has been implemented during July-February period compared to 36 percent during the same period of the previous fiscal year.
He said that the government disbursed Tk 32,381 crore to the Ministries and various agencies during the period. The RADP of the previous fiscal (2013-14) was Tk 60,000 crore.
