The local administration of Bagerhat is allegedly violating the direction of High Court Division of Supreme Court to save a major canal ‘Rayanda Khal’ which is known as a ‘life-line’ in Sharonkhola Upazila in the district .
It is alleged that in a Writ Petition No 929/2018 filed by Md Rezaul Karim Khan , Chairman of Diptobangla Human Rights Foundation and also inhabitant of Sharonkhola, High Court bench comprising Justice Quazi Reza-Ul Hoque and Justice Mohammad Ullah on January 24, 2018 directed the respondents – Secretary of Ministry of Land , Secretary of Water Resources Ministry ,Deputy Commissioner of Bagerhat, Executive Engineer , Bangladesh Water Development Board (BWDB) and Project Director of CEIP-1 , BWDB to re-excavate ‘Rayanda Khal’ according to CS and SA map to save navigation for smooth irrigation and waterway communication for the interest of the people of the area .The Court also gave direction to evict illegal structures situated on the canal.
The writ petitioner Md Rezaul Karim Khan , Chairman of Diptobangla Human Rights Foundation complained that the local administration of Bagerhat including then Deputy Commissioner and others did not take any effective steps as per the direction of the High Court Division reasons best known to the authority concerned .
Following the inaction of concerned respondents , Md Rezaul Karim Khan again filed contempt petition No 318 of 2018 in the High Court Bench comprising Justice Mamnoon Rahman and Ashish Ranjan Das on July 7, 2018 issued contempt of rule to the contempt respondents by name for personal presence which is pending for hearing .
It is also alleged that the respondents are misleading the court by providing false and fabricated information .They informed the court in written that they have evicted major structures except few one in CS plot No 659 and an eviction case No 18/B/2018 has been created to remove rest of the structures .
Md Rezaul Karim Khan said, if the dam is constructed over ,the length of the canal will be reduced to 100 feet from 300 feet and virtually the canal will die affecting environment as well as agriculture of the area .
