In an effort to modernise the Bangladesh Civil Service (BCS) examination system, the government has planned to formulate new BCS examination rules which could be made effective from the 35th BCS examinations.
The Public Service Commission (PSC) has already sent a proposal to the Public Administration Ministry in this regard, according to official sources.
As per the annual report of the Public Service Commission-2013, the BCS Examination Rules-2013 will be formulated in Bangla.
According to the proposal mentioned in the report, the BCS preliminary examination will be of 300 marks while the duration 3 hours against the present marks of 100 and the one-hour duration.
The examination fee will be Tk 700 instead of the existing Tk 500, while the fee for the tribal candidates will be Tk 250 instead of the existing Tk 50.
In the proposed rules, the first paper examinations of all subjects will be of 200 marks, while the duration three hours and the second papers of all subjects will be of 100 marks and the duration three hours.
Under the present system, the marks of the first and second papers of all subjects are 100, while the duration is three hours. A candidate having marks less than 30 percent will be considered to have got no umber against the existing rule of 25 percent.
The minimum pass number of viva voce under the new system will be 50 percent instead of the existing 40 percent.
“The Public Service Commission has given us a proposal in this regard. And now we’re working on it to place it to the Secretaries Committee. After the committee’s approval, it will be placed before to the Prime Minister. On her approval, it will be sent to the President for promulgation of the rules. And the next BCS examinations will be held under the new rules,” a high official at the Public Administration told UNB wishing anonymity.
In reply to a question, the official said the proposal will be placed to the Secretaries Committee soon.
A member of the Public Service Commission who also spoke on condition of anonymity told UNB that the BCS examinations system will be changed soon.
“In consultation with the Law Ministry, the draft BCS (age, eligibility and direct test for appointment) Rules-2013, prepared by the Public Service Commission, is now under process at the Ministry of Public Administration, as the BCS Examination Rules-1982 has become infructuous following the Supreme Court judgment declaring illegal the 7th amendment to the Constitution,” the member said. “I hope the new rules will be effective from the 35th BCS,” he added.
