Bribery is rampant in Registrar Sub-Registrar offices across the country, where the people have to pay bribes from Tk 500 to 500,000 at each and every step for land related services.
“No bribe, no services” system in such offices has already turned into common phenomenon as corruption went out of control due to lack of monitoring,” said a study of Transparency International Bangladesh (TIB) on Monday.
The research finding titled “Bhumi dolilnibondhon o seba sushashoner challenge
uttoronerupay (Ways to overcome the challenge for good governance in land registration and services).
Inside the land registration sector, bribes starting from Tk 20,000 to Tk 20 lakh for recruitment, promotion and other processes, it said.
The report said, Tk 3 lakh to Tk 20 lakh are exchanged for transfer of a Sub-Registrar.
In most cases, a section of Sub-Registrars, Assistant Sub-Registrars, Mohrars, Nakalnavis’ and deed writers are engaged in realising bribe violating rules.
It is alleged that 10 per cent to 15 per cent of the total bribe money have been distributed among them as per their posts, the anti-graft watchdog said.
“Corruption has taken an institutional shape in the district registrar and sub-registrar offices. Bribes are being taken from the service seekers in different ways,” TIB Executive Director Iftekharuzzaman revealed this at a press conference at TIB’s Dhanmondi office on Monday.
The district registrar and sub-registrar offices are among the most corrupt places in the country, he said.
Iftekharuzzaman said: “Land related services and corruption are now synonymous in Bangladesh. This sector is one of the most corrupt sectors of Bangladesh.”
TIB also said no services are available without bribe at Registrar and Sub-Registrar offices at the district level.
However, the TIB suggested 15 recommendations to make the workplace dynamic, ensure infra-structure, manpower and logistic support, impart proper training to officials and employees, digitized the entire land administration and to set up one stop service centres to curb corruption.
The anti-graft watchdog also recommended that the government should increase institutional competency in the land sector to curb corruption. Also, there should be total digitization of entire land administration and management, the TIB recommended. Advocate Sultana Kamal, Chairperson of the trustee board of TIB, was also present at the programme, among others.
