Dr. Shahdin Malik said, “government should give a clear statement about who will pay the VAT and how”. He also said , ” previously 4.5% VAT was imposed on medical sector. High court ruled against it saying it was against constitution. Government then also said VAT was imposed for the betterment of health sector.” “Imposition of VAT on private university education is discriminating because government does not collect VAT from private colleges and schools. But English medium schools are paying VAT, which should not be paid” he added.
He also said, “in any civilized country people have right to negotiate with the government. But in our country there is no opportunity of negotiation. That is why all the protests turn into violence. As there is no way of open discussion protest is the only way.”
When commenting on the issue “why only private university students will pay why not public universities” he said, “there is little scope of making profit from public universities and government will not take the risk.”
He said “it is not mentioned anywhere that education is a basic right. In the 26(3)th clause of constitution it is mentioned that rights can be activated by the court and it is said about directing the country that state should try to follow them but it can not be activated by the court”.
