Two Local Government and Engineering Department (LGED) engineers in Rangpur were sent to jail on Wednesday in a case filed against them by Anti-Corruption Commission (ACC).
The accused who were sent to jail were LGED Rangpur executive engineer Akhter Hossain, and senior assistant engineer and tender evaluation committee chairman Kawsir Alam.
Court sources said the LGED Rangpur office invited tenders for works amounting to Tk 6.66 crore under two packages in 2019. Value of one of the works was Tk 4.26 crore, while the other was Tk 2.40 crore.
Responding to the invited tenders, contractor Rabiul Alam Bulbul of New Engineerpara in Rangpur city submitted proposals on February 13 and March 4 respectively in 2019.
The case statement reveals that the two engineers allegedly sought Tk 15 lakh bribe at a rate of two per cent for the estimated work orders of Tk 6.66 crore from contractor Rabiul Alam Bulbul. Since Rabiul declined to pay the bribe, the work order was issued in favour of another contracting firm.
Later, Rabiul lodged a complaint against the engineers at a court in Rangpur city. Accepting the complaint, the court ordered the ACC to probe it. Following the investigation, the ACC has finally submitted chargesheet against former executive engineer of LGED Akhter Hossain and senior assistant engineer Kawser Alam (now working in Dhaka) under Sections 161/166/409 of the Bangladesh Penal Code and Clause 5(2) of the ACC Act.
Appearing before the court on Wednesday afternoon, both Akhter Hossain and Kawser Alam pleaded for granting them bail. Instead of granting bail, Ranpur senior district and sessions judge Shahenur sent them to jail.
Counsels on behalf of the state and ACC Advocate Abdul Malek and Advocate Harunur Rashid said the accused caused a loss amounting to Tk 1.26 crore of the government by seeking bribes and issuing no work orders in favour of the lowest bidder.
